General Secretary emphasizes the important position of teachers in education: "Teachers are the main subject, playing an important role". However, the draft law must also address the interrelationship between teachers and students in education and training.
In the teacher-student relationship, according to the General Secretary, it is necessary to resolve a very important policy of universalizing education, gradually moving forward, children of school age must go to school, universalizing preschool, primary, and secondary education. If we move forward, we will move towards eliminating tuition fees, and the state will feed school-age children. Therefore, according to the General Secretary, there cannot be a shortage of teachers.
Noting that this is a very current issue, the General Secretary emphasized that the relationship between teachers and students must be resolved. If there are students, there must be teachers. Therefore, many policies must be included in the draft law.
"Through population data, we can immediately know how many children will go to school in each commune, ward, district, and city. So, if there are students, we must proactively have teachers. If there are no teachers, how will the children go to school? Whatever leads to the shortage must be resolved. If there are students and teachers, there must be schools. We cannot plan and manage without schools." General Secretary stated.
According to the General Secretary, a teacher must be a scientist and must have very deep expertise, but there can no longer be a law on scientists, so everything must be expressed and generalized in this law.

Truly honor and facilitate teachers
General Secretary also raises the question, the country is entering integration, education and training and teachers must integrate.
"We recently announced the universalization of English in education. Teachers must have a certain level of English for students to be able to universalize it. Are there any regulations here that teachers are foreign? Do foreigners who come to teach comply with Vietnam's Teachers' Law? These must have specific policies." General Secretary speak.
Also according to General Secretary To Lam, not only foreign language teachers require English but also math and literature teachers. These issues need to be calculated and reflected in policies.
Another issue that needs attention, according to the General Secretary, is mobilizing resources from teachers when they reach retirement age in the policy of building a lifelong learning society.
"Old people still go to school. When teachers reach retirement age and are no longer allowed to teach, it will be very difficult. We must encourage socialization and encourage older teachers to participate in education and teaching," said the General Secretary.
The General Secretary also noted the need to specify policies in special educational environments to facilitate the work of teachers. For example, teachers in prisons, teachers in remote areas... In some mountainous areas, teachers have to coax students to go to school, support students to go to school, and teachers have to make sacrifices.
Particularly for remote areas, the General Secretary suggested paying attention to living issues, building public housing for teachers to create conditions for living and building families. The education sector must have incentive policies for disadvantaged areas, calculating the issue of on-site training. Because this is currently the "lowland" of education and training.
"I went to the mountainous areas and found it difficult. The students' houses are 20-30km from the school, so how can they go there every day? The boarding school is difficult, so students have no place to eat, live, and even less for teachers. So how can we solve this problem?", the General Secretary shared and said that very special places must have specific policies.
