The investment project to build Ring Road 4 - Hanoi Capital Region, Tan Phuc - Vong Phan Road project (transferred to DT.378) are two key traffic projects chosen by the province to celebrate the 20th Provincial Party Congress, term 2025 - 2030. Currently, all levels, sectors and construction units are making efforts to speed up the project implementation progress according to plan.

Recognizing the importance of the investment project to build Ring Road 4 - Hanoi Capital Region, right from the beginning of implementation, Hung Yen has shown high determination, solidarity, focus and synchronization in directing the implementation. At meetings with sectors and localities and through field inspections, the Steering Committee for key provincial projects for the period 2021-2025 (Steering Committee) always determined that site clearance and resettlement are the key to the success of the project, requiring the entire political system to participate and focus on implementation with the motto "only discuss, not retreat".

To ensure the progress of the project, the Provincial People's Committee assigned the People's Committees of Van Giang, Khoai Chau, Yen My, and Van Lam districts to carry out many tasks in the process of implementing compensation, support, and authorization to approve resettlement areas according to regulations; make detailed plans for site clearance; make plans to arrange resettlement land for people, businesses, and cemetery areas. At the same time, coordinate with investors to relocate medium-voltage and low-voltage power systems and other technical infrastructure works... By April 5, localities had handed over to investors 202.9/225.9 hectares, reaching 90% of the area that needed to be cleared; moved 4,207/4,207 graves, reaching 100% of the total number of graves. At the same time, the organization will build 11 resettlement areas and 7 cemetery renovation and expansion areas... According to the plan, the project will be basically completed before September 30, 2025. Currently, the Provincial Traffic Construction Investment Project Management Board is coordinating with localities to focus human resources to speed up the progress of project clearance for residential land and business land, striving to hand over 100% of the site to the construction contractor before June 30, 2025.

Mr. Nguyen Huu Thong, Director of the Executive Board of Lizen Joint Stock Company (the project contractor) said: To ensure the progress of the project, immediately after the site was handed over, the company arranged machines, equipment, and organized workers to work overtime to ensure the progress committed to the investor. Up to now, the construction unit has dug 26.14km of various types of foundations; laid 16.27km of geotextiles; filled 25.84km of sand foundations; laid 12.9km of asphalt concrete...

At the Tan Phuc - Vong Phan road project (transferred to DT.378), the atmosphere of labor competition also took place vigorously to complete the project soon, ensuring the set progress. The project has a total length of about 29.2km, passing through the districts of An Thi, Tien Lu, Phu Cu, and is identified as one of the key projects to complete the transport infrastructure of the province and the region according to the approved planning. Forming an inter-regional route connecting the Hanoi - Hai Phong expressway with the provinces of Thai Binh and Nam Dinh; contributing to promoting the socio-economic development of the locality; is a breakthrough in the development of transport infrastructure according to the Resolution of the 19th Provincial Party Congress.

Mr. Nguyen Trong Tu, Commander of Tan Phuc - Vong Phan road project (assigned to DT.378) said: According to the plan and direction of the province, Tan Phuc - Vong Phan road project (assigned to DT.378) will be basically completed and technically opened to traffic before September 30, 2025 to make achievements to welcome the 20th Provincial Party Congress, term 2025 - 2030. Realizing that this is a key project of the province, the time pressure is very great, so the construction contractors always thoroughly encourage workers and engineers to make every effort. Taking advantage of favorable weather, speed up construction progress, shorten the time to complete the project. After a period of urgent construction with the spirit of "overcoming the sun, overcoming the rain", close and effective coordination and cooperation between construction forces, the main construction items of the Tan Phuc - Vong Phan road project (assigned to DT.378) have completed about 60% of the work volume.

Up to now, localities have basically completed the land acquisition work for agricultural land, public land, and cemeteries, and are organizing the implementation of land acquisition work for residential land with the total land area recovered and handed over to investors reaching 170.14 hectares/175.6 hectares (reaching a rate of 96.9%). Comrade Vu Xuan Thuy, Vice Chairman of Phu Cu District People's Committee, said: Phu Cu District has a total area requiring land acquisition of about 64.8 hectares. Implementing the direction of the Provincial Steering Committee, in the past time, the Compensation Council for Land Acquisition of Phu Cu District has coordinated with the communes of Minh Hoang, Doan Dao, Dinh Cao, Tong Tran, Tien Tien, and Nguyen Hoa to organize the implementation of steps in the land acquisition work. The People's Committees of the communes have issued decisions to establish councils to review land origin, establish advocacy groups, and disseminate information to each household to declare and count the area and assets on the land. The district has cleared 62.54/64.8 hectares. Of which, the compensation, support and payment plans for agricultural land with a total area of ​​625,467.2m2 have been approved; 574/574 graves have been moved; notices have been issued to reclaim residential land of 139 households and are conducting an inventory of assets...

Comrade Tran Minh Hai, Director of the Provincial Traffic and Construction Project Management Board, said: In order for traffic projects to "finish" on schedule, in the coming time, the Provincial Traffic and Construction Project Management Board will continue to closely coordinate with departments, branches and localities to strictly implement the direction of the Provincial Party Committee and the Provincial People's Committee, especially thoroughly instructing all construction units to properly implement the motto "only discuss, do not discuss", mobilize the entire political system to promptly resolve arising problems and speed up the progress of projects.
