In the period of 2021 - 2025, the Provincial Military Command has proactively implemented the emulation movements "Quang Tri Provincial Military Forces join hands to build new rural areas" and "Quang Tri Provincial Military Forces join hands for the poor - No one is left behind". Through effective programs, activities and models, many localities in the province have been supported to build projects associated with ensuring social security, supporting livelihoods, developing the economy, and sustainably reducing poverty.

To implement the emulation movement of the armed forces joining hands to build new rural areas, "Joining hands for the poor - Leaving no one behind", every year, the Provincial Military Party Committee identifies many policies and measures to lead and direct the implementation of the emulation movement joining hands to build new rural areas in localities, ensuring practicality and effectiveness. On that basis, political agencies at all levels develop specific programs and plans with emulation contents and targets that are close to the unit's tasks and suitable to the actual conditions of each locality.

From 2021 to present, the Provincial Military Command has mobilized thousands of officers and soldiers in the regular force, militia, and reserve forces to organize 8 field trips to do mass mobilization work combined with building new rural areas in Dakrong and Huong Hoa districts.

The Military Commands of districts, towns, cities and Regiment 842 coordinated with Party committees, authorities, and socio-political organizations to carry out many meaningful projects and tasks such as: repairing rural roads, dredging and clearing canals in the fields to serve agricultural production, renovating and restoring cultural works; cleaning and clearing village roads, martyrs' cemeteries, historical relics in the military area; helping primary schools, secondary schools, and kindergartens to repaint and build cultural landscapes; widely implementing the rural road lighting model, playground program for children...

Over the past 5 years, the Provincial Military Command has built and handed over 17 comrade houses and solidarity houses with a total amount of over 2.1 billion VND; built 283 gratitude houses worth over 22 billion VND; organized visits and presented gifts to policy beneficiaries, families of war invalids, martyrs, and people in difficult circumstances with thousands of gifts worth nearly 2 billion VND; supported health examinations, consultations, and free medicine distribution for more than 1,800 subjects in Ta Rut, A Vao, Ba Long, Ta Long communes (Dakrong district), Vinh Khe commune, Ben Quan town (Vinh Linh district), with a budget of nearly 200 million VND...

These activities not only contribute to improving the quality of life for the people but also demonstrate the sense of responsibility, the close bond between the army and the people, building the image of the Quang Tri Provincial Armed Forces always accompanying the local development.

As the core force in building the national defense, the Quang Tri Provincial Military always accompanies the government in implementing policies and strategies for socio-economic development, ensuring national defense and security. Agencies and units have coordinated with the Fatherland Front and socio-political organizations to organize many emulation movements, promote propaganda, and mobilize people to implement the Party's policies and guidelines, the State's policies and laws, and build the great national unity bloc.

Especially in implementing the project on "Improving the quality and effectiveness of mass mobilization work of the armed forces of Military Region 4 in special areas in the military region for the period 2023-2030 and the following years" has achieved practical results, creating a close connection between the army and the people, contributing to building an increasingly strong locality.

From the emulation movement "The provincial armed forces join hands to build new rural areas", many new and creative models have emerged towards the grassroots such as: "The mass mobilization work of the armed forces builds a strong and comprehensive base on the border line"; "The army joins hands for community health", "The armed forces join hands with the rural road lighting program"; "Accompanying fishermen to stick to the sea", "Volunteer Saturday, Green Sunday", "Young Army volunteers to carry out the dissemination and education of law", "Young people of the Quang Tri provincial armed forces with the sea and islands of their homeland", "Playground for children"... These are the most effective models in implementing mass mobilization work in general, and the emulation movement "The Quang Tri provincial armed forces join hands to build new rural areas" in particular.

In implementing the emulation movement "Quang Tri Provincial Armed Forces join hands for the poor - No one is left behind", there are typical models such as: "Saving following Uncle Ho's example", "Saving spending for a charitable meal for the sick", "Saving spending to save for the needy"; "Green Chung cake for the poor" program; "Mid-Autumn Festival for children", "Godmother connecting love"...

The works and tasks of the provincial armed forces for disadvantaged localities in the process of building new rural areas demonstrate the solidarity and unity in helping people stabilize their livelihoods, develop the economy, eliminate hunger and reduce poverty, and contribute to the local Party Committee and government to gradually achieve the new rural criteria. This work has left good impressions of the image of Uncle Ho's soldiers in peacetime, contributing to strengthening the great solidarity bloc between the army and the people, building an increasingly solid "people's hearts and minds position".
