With the attention and leadership of the Department Party Committee and the Provincial Civil Servants' Union, the Department of Culture, Sports and Tourism's Union (hereinafter referred to as the Department's Union) has actively innovated and been creative in its activities, overcoming all difficulties and challenges, especially in closely following resolutions in performing its tasks. In the 2017-2023 term, the Department's Union has successfully completed its assigned tasks.

Protecting rights and caring for the lives of employees

In the 2017-2023 term, the Department's Trade Union has proactively innovated its operating methods with the motto of focusing on the grassroots level, for the benefit of cadres, civil servants, public employees and workers (CBCCVCNLĐ). The whole industry has well implemented the grassroots democracy regulations; the regimes, policies and legitimate rights of CBCCVCNLĐ such as: salary, bonus, allowance, business trip allowance, salary increase regime, emulation and rewards, payment of social insurance, health insurance, unemployment insurance. Thereby, ensuring correct, sufficient and timely payment of all regimes and policies for CBCCVCNLĐ.

Caring for the lives of civil servants and employees is always identified by trade unions at all levels as a core and continuous task of the trade union organization. Accordingly, the grassroots trade union has coordinated with the leadership to care for the material and spiritual lives of civil servants and employees; regularly grasp the situation, inspect, supervise, and detect shortcomings and difficulties of union members. Thereby, recommending and proposing solutions to remove difficulties and ensure regimes and policies for civil servants and employees.

Many programs and activities aimed at taking care of the lives of employees have been implemented by the union extensively and effectively, such as organizing visits, giving gifts, supporting sick, disadvantaged, and unfortunate people... on the occasion of Lunar New Year and "Workers' Month". In order to support employees effectively and regularly, the Department's Union has launched a welfare fund to support, visit, and encourage union members and employees. Thanks to that, hundreds of union members and their families who are in difficult circumstances, sick, disadvantaged, or have funerals or happy events have been visited and supported.

Along with taking care of the spiritual life of civil servants, the Department's Trade Union and the trade unions of the units under the Department have coordinated with the unit's leaders to organize propaganda and disseminate resolutions, policies, guidelines, and laws of the Party and the State to civil servants. Organize for civil servants to visit and learn from experiences at units and localities in and outside the province. Mobilize civil servants to actively participate in online quizzes and contests launched by the Provincial Civil Servants' Union such as: "Learning about 90 years of glorious tradition of the Thanh Hoa Provincial Party Committee", "Learning about Uncle Ho with Thanh Hoa, Thanh Hoa following Uncle Ho's words"; Contest "Civil servants, public employees, and workers writing about ethnic and religious work"; "Beauty of typical female civil servants in epidemic prevention and control and labor and work". Actively deploy movements to build cultural agencies, physical training - sports, culture - arts, cooking contests; On holidays, organize competitions and sports events to attract a large number of employees to participate, creating a joyful, excited and united atmosphere among employees.

Spread patriotic emulation movements widely

Responding to the patriotic emulation movements launched by the Party, the State, and the superior trade unions, the Standing Committee of the Department's Trade Union has developed a plan to launch emulation movements, directing its affiliated trade unions to widely deploy emulation movements, focusing on: The emulation movement "Good worker, creative worker", associated with the campaign to build "Loyal, creative, dedicated, exemplary" civil servants... In order for the emulation movements to be effective, trade unions at all levels have linked the implementation of the movements with studying and following Ho Chi Minh's ideology, morality, and style. The emulation movements have been widely deployed and have become the core tasks of grassroots trade unions. The content and forms of emulation are rich and practical, with specific criteria suitable to the professional tasks and practical situations of each unit; linking emulation movements with commendation work on the basis of ensuring the principles of accuracy, publicity, democracy, fairness, and timeliness. This has created a vibrant and widespread competitive atmosphere, motivating and encouraging the entire staff to promote a sense of responsibility, solidarity, dynamism, creativity, and enthusiasm in competing to excellently complete assigned tasks. Every year, 100% of staff register to strive to achieve the title of advanced worker, excellent union member, of which over 20% are emulation fighters at all levels.

The State management trade union, when implementing emulation movements, focused on the content of "Good advice, good service" and achieved many important results. Advised the issuance of more than 15,000 administrative documents of all kinds under the authority of the department director; advised the Department director to submit to the Provincial People's Committee for approval of more than 90 projects, plans, and plans on culture, sports, tourism and family; successfully organized the 600th anniversary of Lam Son uprising and Lam Kinh festival in 2018; 990 years of Thanh Hoa; established the Traditional Art Theater on the basis of merging art troupes: Cheo troupe, Tuong troupe and Cai luong troupe; established the Cultural - Cinema Center on the basis of merging the Provincial Cultural Center and the Film Distribution and Screening Center; established the Center for Historical Research and Cultural Heritage Conservation on the basis of merging the Historical Research and Compilation Board and the Thanh Hoa Heritage Conservation Center.

Trade unions of public service units and enterprises have focused on the contents of "Good workers, creative workers", "Green, clean, beautiful, ensuring safety and hygiene at work" when implementing emulation movements, contributing to completing and exceeding the annual targets and plans by 105-130%. During the past term, the whole industry has built many quality artistic performance programs, printed and dubbed 45 films in ethnic languages. Organized 5 festivals and propaganda contests in Thanh Hoa province with nearly 2,500 banners; 10,095 slogans; nearly 1,000 propaganda clusters; 300 propaganda campaigns by propaganda vehicles; 250 mobile propaganda sessions. Professional and mass arts have achieved many outstanding achievements. Specifically, the Traditional Arts Theater won 1 excellent prize, 1 special prize, 2 gold medals, 1 silver medal, 1 second prize for the play; 28 gold medals, 37 silver medals for individuals at national competitions, festivals, and professional performances organized by the Ministry of Culture, Sports and Tourism. Lam Son Dance and Drama Theater was awarded 5 Certificates of Merit, 1 silver prize for the play and 6 gold medals, 8 silver medals, 3 third prizes; 2 promising prizes...

Combining patriotic emulation movements with the campaign "All people exercise following the example of great Uncle Ho", the trade union of the culture, sports and tourism sector has focused on training and professional development for grassroots sports cadres; organizing sports tournaments at all levels, creating playgrounds, training and competitions for grassroots sports cadres. During the past term, the sector has organized and guided the organization of over 10,000 sports tournaments at all levels. Successfully organized 2 provincial Sports Festivals (VIII - 2018) and Provincial Sports Festivals (IX - 2022). Thanks to that, the number of people participating in regular sports training increased by 5.8%; the number of sports families increased by 3%; 112 new sports clubs were built.

High-performance sports are among the top in the country, the locality has many athletes participating in the Vietnamese sports delegation to the 30th, 31st, and 32nd SEA Games. Over the past five years, Thanh Hoa's high-performance athletes have participated in 566 national and international sports competitions, winning 3,536 medals of all kinds; 361 athletes were awarded the title of Grandmaster, many athletes won Asian and World medals; the Men's Football team; and the Women's Volleyball team ranked high.

Through emulation movements, the whole industry has 95% of civil servants, public employees and workers achieving advanced labor status, with over 300 initiatives, work solutions and scientific topics being applied, contributing to improving the professional quality of all aspects of work. With the achieved results, many collectives and individuals in the provincial culture, sports and tourism sector have been awarded noble titles, such as emulation flags, Second and Third Class Labor Medals and Certificates of Merit.

It can be affirmed that in the 2017-2023 term, the Thanh Hoa Department of Culture, Sports and Tourism Trade Union has achieved many important results in all aspects of its activities, contributing to the successful implementation of professional tasks, targets, projects and plans. In response to the requirements of the task of organizing the trade union in the new situation, with the motto "Innovation, Democracy, Solidarity, Development", in the 2023-2028 term, the Department's Trade Union will continue to innovate the content and improve the quality of trade union activities; Promote patriotic emulation movements, successfully complete the political tasks of agencies, units, and enterprises, actively participate in professional management work, contribute to the implementation of cultural, sports and tourism tasks in the period of 2020-2025, with a vision to 2030. Strive to complete and exceed the targets and tasks set forth by the Resolution of the 4th Departmental Trade Union Congress, build a comprehensively strong trade union organization, contribute to the excellent completion of the political tasks of the industry in the spirit of Resolution 8 of the Central Committee (11th term) "Building and developing an advanced Vietnamese culture imbued with national identity".
