Planning adjustment

After a period of interruption, the work of developing a type I urban area in Quang Nam has been “reactivated”. Specifically, the province has established a Steering Committee on urban development and the arrangement of provincial administrative units (ADUs) in mid-October 2024.

The planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050, has been approved by the Prime Minister. The plan for developing a type I urban area of ​​the provincial capital has identified development space, including Tam Ky city and Nui Thanh district. These are also the bases for developing the general urban planning for the period 2026 - 2030 and developing plans, identifying resources to implement the urban development program of the whole province.

Although the space for developing type I urban areas has been adjusted (Phu Ninh is no longer there), as a "test" at the previous time, the three localities of Tam Ky, Nui Thanh, and Phu Ninh have linked and cooperated to develop tourism, bringing about practical results.

As a provincial urban area, Tam Ky has included in the medium-term public investment plan for the period 2021 - 2025 32 technical infrastructure connection projects with a total investment of more than 1,699 billion VND.

27/32 projects have been approved for investment and implementation since 2021; of which, 2 projects have been completed, 10 projects are under construction, 14 projects are undergoing compensation and site clearance, 1 project has completed procedures to start construction...

Regarding specific mechanisms and policies, in recent times, the provincial budget has prioritized balancing and allocating a portion of resources for targeted support and increasing funding from urban construction sources so that Tam Ky City has the conditions to renovate the urban area.

According to the Party Committee of the Provincial People's Committee, the Provincial Planning dossier has identified the plan for developing the provincial urban area as the basis for building the Provincial Urban Development Program.

Regarding the Tam Ky Urban Master Plan, we are considering the policy of adjusting it synchronously with the larger approved plans, including: Provincial Plan, General Plan for the construction of Chu Lai Open Economic Zone.

Prioritize resources

According to analysis by the provincial professional sector, the Quang Nam Provincial Planning approved by the Prime Minister is a favorable legal basis to realize the goal of building and developing a class I urban area in the province in the near future.

The current requirement is that the Management Board of Economic Zones and Industrial Parks urgently adjust the General Planning of Chu Lai Open Economic Zone, clearly defining the role, function, and relationship of the Tam Ky - Nui Thanh area according to the orientation of a type I urban area.

Tam Ky City People's Committee and Nui Thanh District People's Committee shall study and organize the adjustment of the Tam Ky Urban Master Plan and Nui Thanh Urban Master Plan in accordance with regulations, in line with the adjustment of the Chu Lai Open Economic Zone Master Plan, associated with the goal of building a type I urban area.

Starting with planning work, Tam Ky City Party Secretary Nguyen Thi Thu Lan requested the Provincial People's Committee to pay attention to directing specialized sectors to support the locality in completing the Tam Ky Urban Master Plan.

In the longer term, the preparation for the new provincial urban planning based on the merger of the two localities of Tam Ky - Nui Thanh should also be included in the upcoming plans, tasks and solutions of the Provincial People's Committee, the Steering Committee on urban development and arrangement of provincial administrative units.

“The Steering Committee is interested in soon issuing a special mechanism in the construction and development of type I urban areas. Along with that, it is necessary to determine specific priorities in terms of investment resources and lists, especially key projects in the appendix implementing Decision 72 of the Prime Minister; or inter-regional infrastructure connection projects as proposed by the Department of Construction,” Ms. Lan expressed.

At the first meeting recently, the Steering Committee on urban development and arrangement of administrative units of the province agreed on the goals for each stage, as a basis for implementing the direction work, proposing appropriate solutions with focus and key points to gradually complete the goal of building a type I urban area.

Specifically, by 2030, focus on building a dynamic urban area in the south on the basis of forming a cluster of urban areas of Tam Ky - Nui Thanh and neighboring areas; ensuring the implementation of functions in the urban cluster linkage according to the national urban - rural system planning.

To create the premise for the formation of a class I urban area in the province in accordance with the Provincial Planning orientation, Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Steering Committee said, it is necessary to prioritize the allocation of resources to implement investment in technical infrastructure, social infrastructure linking Tam Ky - Nui Thanh through public investment; other legal social resources and financial mechanisms in investment allocation.

“The merger of Tam Ky and Nui Thanh in the period of 2026-2030 to develop into a type I urban area requires an increase in urbanization rate. Nui Thanh must focus on investment to ensure the criteria of some wards according to the Type IV urban classification project recognized by the Ministry of Construction.

"If resources are not prioritized to increase the urbanization rate of this area, the merger of Tam Ky - Nui Thanh will become a type III urban area, not a type I one," Mr. Triet noted.
