The Hanoi Department of Health has requested cosmetic businesses and users in the area to quickly review and immediately stop selling and using the Cleo underarm whitening and deodorant cream batch.

Previously, the Ministry of Health issued a notice to suspend circulation and recall nationwide a batch of Cléo underarm whitening and deodorant cream. This product has the following information on the label: Box of 1 tube of 35g, Batch number: 120124; Manufacturing date: January 12, 2024; Expiry date: 36 months from the date of manufacture. Francia Beauty Company Limited (HCMC) is responsible for bringing the product to market.

The reason for the recall is that the test sample did not meet quality standards because it contained Salicylic Acid - an ingredient not included in the product formula that has been granted a Cosmetic Product Declaration Form.

The Hanoi Department of Health also requested the health departments of districts, towns and cities to notify cosmetic businesses and users in the area to recall all products and monitor the recall implementation.

In addition to Cleo cream, the Hanoi Department of Health previously announced the suspension of circulation and nationwide recall of 4 skin whitening and melasma prevention cosmetic products that did not meet quality standards.

The recalled products include skin whitening cream, sunscreen SPF 30, brand SH Today Hai Duong Cosmetics (10g box), manufactured on March 4, 2024, expiry date 3 years from the date of manufacture, manufactured by Hai Duong Cosmetics Production and Trading Company Limited.

The test sample failed to meet quality standards because it contained Methylparaben and Propylparaben - these substances are not included in the published formula.

3 in 1 melasma cream, SH Today Hai Duong Cosmetics brand (15g box), manufactured on November 22, 2023, expiry date 3 years. The product was recalled due to containing Propylparaben, which is not included in the formula ingredients that have been granted a Declaration Form.

Skin whitening cream to prevent melasma, Bao Xinh brand (12g box), manufactured on November 1, 2024, expiry date 3 years. The tested sample did not meet quality standards because it contained Phenoxyethanol - a substance not included in the formula that has been granted a Declaration Certificate.

Sunscreen and skin care cream, Su Tien brand (8g box), manufactured on February 20, 2024, expiry date until February 20, 2027. This product is also recalled because it contains Salicylic Acid, which is not included in the formula ingredients that have been granted a Declaration Certificate.

The Hanoi Department of Health requests that cosmetic businesses and users in the area urgently stop selling and using the above products. The businesses need to return the products to the suppliers and recall all substandard products. The Department of Health will monitor and inspect the recall implementation.

To manage cosmetics, the Drug Administration has also sent documents to the Departments of Health and establishments producing, publishing, and importing cosmetics, requesting them to strengthen the management of cosmetics on the market.

Through inspection, the Department discovered that many businesses could not be contacted through the information on the Declaration Form or on the company's website. Some businesses changed their address and representative without notifying the authorities, causing difficulties in inspection and handling.

The Drug Administration of Vietnam requires the Departments of Health to coordinate with Steering Committee 389 and the Market Management Department to inspect the production and trading of cosmetics on social networking platforms and e-commerce platforms, in order to detect and handle fake cosmetic products, products of unknown origin or those with false advertising about features and uses.

To protect consumer rights and ensure public health safety, the Drug Administration of Vietnam requires strict handling of organizations and individuals who violate regulations in the production and trading of cosmetics.

Cosmetics suspected of being counterfeit, of unknown origin, or of substandard quality will be recalled and destroyed. Cosmetic manufacturing and trading establishments must fully comply with regulations, maintain product information records, and present them upon request from inspection agencies.

The Drug Administration of Vietnam also requires cosmetic manufacturing, importing and declaring establishments to comply with the regulations in Circular No. 06/2011/TT-BYT of the Ministry of Health, including declaring product declaration information accurately and honestly.

Each facility must keep a Product Information File (PIF) at its headquarters and provide it upon request from the authorities. Only when the product has been granted a Declaration receipt number, will the business be allowed to put cosmetics on the market.

The Drug Administration of Vietnam affirmed that the state management agency will continue to conduct post-market inspections to ensure that cosmetics circulating on the market fully meet requirements on safety, quality and effectiveness.
