Decree 100/2019/ND-CP amended by Decree 123/2021/ND-CP stipulates penalties for vehicles driving below the minimum speed.
Accordingly:
Point q, Clause 1, Article 6 of Decree 100/2019/ND-CP stipulates a fine of VND 100,000 to VND 200,000 for driving motorbikes and motorbikes below the minimum speed on roads with prescribed minimum speed limits.
Point d, Clause 2, Article 6 of Decree 100/2019/ND-CP, amended by Point 34, Article 2 of Decree 123/2021/ND-CP, stipulates an administrative fine of VND 300,000 to VND 400,000 for driving a motorbike or motor scooter at low speed without keeping to the right side of the roadway, causing traffic obstruction.
For cars, Point b, Clause 2, Article 5 of Decree 100/2019/ND-CP stipulates an administrative fine of VND 400,000 to VND 600,000 for driving a car at a lower speed than a vehicle going in the same direction without going to the right side of the road.
Note: The above violation will be excluded in cases where other vehicles traveling in the same direction exceed the prescribed speed limit.
Point s, Clause 3, Article 5 of Decree 100/2019/ND-CP stipulates administrative fines from VND 800,000 to VND 1,000,000 for driving below the minimum speed on roads with prescribed minimum speed limits.
In addition, Point i, Clause 3, Article 7 of Decree 100/2019/ND-CP stipulates a fine of VND 400,000 to VND 600,000 for driving tractors and specialized motorbikes at a speed below the minimum speed on roads with a minimum speed limit.
