According to VNA correspondent in Moscow, on April 18, at the Intellectual Center - Basic Library of Lomonosov Moscow State University (MGU) in the Russian capital, the 2nd Vietnam - Russia University Rectors' Forum took place.

The event was attended by Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky; Deputy Minister of Education and Training of Vietnam Hoang Minh Son; Vietnamese Ambassador to Russia Dang Minh Khoi; President of the Association of Rectors of Russian Universities, Rector of MGU, Academician Viktor Sadovnichy; Head of the delegation of rectors of Vietnamese universities - Rector of the University of Transport, Professor Nguyen Ngoc Long; and representatives of about 40 universities of the Russian Federation and 21 universities of Vietnam.

This is a forum for delegates to discuss bilateral cooperation in the fields of science and education, exchange experiences and best practices to promote cooperation in the field of education and training, one of the top priorities in the traditional relations between Vietnam and the Russian Federation.

Opening the event, delegates heard congratulatory messages sent to the forum by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, as well as Chairwoman of the Committee on Science, Education and Culture of the Federation Council (Senate) of Russia, Ms. Lilia Gumerova.

In his opening speech, Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky recalled the saying of President Ho Chi Minh, that “For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people”, he affirmed that promoting the development of human resources in the cooperative relationship between the two countries is one of the tasks of the universities of both sides.

According to Deputy Minister Mogilevsky, currently Russia has about 3,000 Vietnamese students studying and researching, 70% of whom are on scholarships between the two governments and every year the Russian Government reserves 1,000 scholarships for Vietnamese students, so it is necessary to consider updating the admission system so that more and more Vietnamese students can study and research in Russia.

Mr. Mogilevsky also affirmed that Vietnam is a traditional partner of Russia in the field of education and training and looks forward to Russia's support and cooperation in this field, especially in training specialists in new professions.

In his speech, Deputy Minister of Education and Training of Vietnam Hoang Minh Son said that cooperation in education and training in general and cooperation between universities of the two sides in particular have not yet been commensurate with the potential and aspirations of both sides. With the success of the first forum, this Vietnam - Russia Rectors' Forum is a valuable opportunity to expand the relationship and promote deeper cooperation between higher education institutions of the two countries.

To make cooperation more effective in the coming time, Deputy Minister Hoang Minh Son asked the principals to evaluate the results achieved in educational cooperation between the two countries, point out the limitations, obstacles, causes and propose measures to enhance the effectiveness of cooperation. Deputy Minister Hoang Minh Son proposed to increase the number of joint training programs with universities of the Russian Federation, focusing more on the fields in which the Russian Federation is strong and Vietnam has training needs; increase student and lecturer exchanges through effective use of programs signed under the agreement; promote scientific research cooperation between universities of the Russian Federation and Vietnam.

Deputy Minister Hoang Minh Son also agreed with Deputy Minister Mogilevsky that it is necessary to implement the agreements between universities to put them into practice and be effective.

For his part, Ambassador Dang Minh Khoi emphasized that this year marks the 30th anniversary of Vietnam and Russia signing the Treaty on the basic principles of friendship between the two countries and, more specifically, the 70th anniversary of the day the first 100 “red seeds” were sent to the Soviet Union by President Ho Chi Minh to study. According to Ambassador Dang Minh Khoi, in the coming period, Vietnam will continue to identify Russia as an important partner in educational and training cooperation, hoping that more and more students will study in Russia, and agree with Deputy Minister Mogilevsky’s views on improving enrollment, creating conditions for international students to study in Russia, as well as finding jobs.

Ambassador Dang Minh Khoi expressed his hope that through this Forum, the cooperation relationship will continue to be richer and more diverse in content, and create opportunities for the young generation of the two countries to access advanced education. The Ambassador believes that the forum will be a great success, creating an important driving force in further promoting the comprehensive strategic partnership and cooperation between Vietnam and the Russian Federation.

Within the framework of the forum, there was a signing ceremony of about 30 cooperation documents between universities of the two countries.
