Along with the system of the Social Policy Bank nationwide, over the past 22 years, since its establishment (2003), the Dakrong District Social Policy Bank Transaction Office has continuously made efforts in implementing policy credit to the poor and other policy beneficiaries. In order for social policy credit activities in the locality to be effectively implemented, on the basis of leadership and direction documents of the superior bank, the Dakrong District Social Policy Bank Transaction Office closely follows the assigned goals and plans.
Actively advise the Standing Committee of the District Party Committee and the People's Committee of Dakrong District to issue directive documents and promptly implement policy credit. Most recently, advise the Standing Committee of the District Party Committee to issue an Action Program to implement Directive No. 39-CT/TW, dated October 30, 2024 of the Secretariat of the 13th Party Central Committee "on improving the effectiveness of social policy credit in the new period"; advise the District People's Committee to issue a plan to implement the action program of the Standing Committee of the District Party Committee to implement Directive No. 39-CT/TW.
The District Social Policy Bank Transaction Office has also issued decisions on the assignment of tasks in the Board of Directors, assignment of credit officers to monitor the area of each commune, ward, and town; assignment of self-inspection work, establishment of inspection teams in accordance with regulations. Actively and proactively coordinate with relevant agencies, units, and localities in the district to synchronously deploy solutions to successfully complete assigned tasks, ensuring that social policy credit capital reaches the right subjects, is used for the right purposes, and brings efficiency to the poor and other policy subjects.
Thanks to the active implementation of assigned tasks, the policy credit implementation of the Dakrong District Social Policy Bank Transaction Office has achieved many important results. Up to now (from 2014 to present), the unit has mobilized diverse and increasingly large-scale capital sources, the total policy credit capital has reached nearly 600 billion VND.
In particular, the district Party Committee and government have paid attention to balancing and allocating a part of the local budget entrusted to the VBSP to supplement capital with an amount of nearly 3.5 billion VND, promptly meeting the borrowing needs of the poor and other policy beneficiaries. In particular, priority is given to lending to ethnic minority areas, extremely difficult areas, remote areas, and border areas.
Policy credit capital has helped thousands of poor households, near-poor households, and ethnic minority households to invest in production, livestock, develop livelihoods, and escape poverty sustainably. Hundreds of solid houses and dozens of household economic development models have been formed from preferential policy credit capital. To date, more than 8,500 poor households, near-poor households, and other policy beneficiaries have received loans, accounting for 70% of households in Dakrong district. The total outstanding balance of credit programs has reached more than 597 billion VND, with an average annual growth rate of 12-15%.
There are 184 savings and loan groups spread across 78 villages and hamlets. The District Social Policy Bank Transaction Office always focuses on and improves the quality of commune transactions, maintains the effective operation of 13 commune and town transaction points. Creates the best conditions for the poor, ethnic minority households and policy beneficiaries to access social policy credit services conveniently, reduces costs and transaction time of borrowers, ensures that social policy credit activities are always democratic and public with the method of "transactions at home, disbursement, debt collection at the commune", contributing to limiting the risk of loss, embezzlement, and capital appropriation, creating people's trust in the policies of the Party, the State and in the activities of the Social Policy Bank. Thanks to that, the quality of policy credit is increasingly improved, with overdue debt accounting for only 0.04%.
Director of the Dakrong District Social Policy Bank Transaction Office Ngo Van Bao said: “Promoting the achieved results, in the coming time, the District Social Policy Bank Transaction Office will continue to advise local Party committees and authorities to issue documents, programs and plans to direct the improvement of the effectiveness of social policy credit in the locality. Implement the District Social Policy Bank Development Strategy to 2030.
Coordinate with political and social organizations to actively and proactively mobilize deposits from organizations and individuals to promptly meet capital needs for disbursement of policy credit programs, ensure liquidity of the entire system, proactively implement and strictly and effectively manage social policy credit capital sources, and ensure to meet capital needs for beneficiaries.
Promote the application of information technology, digital transformation, artificial intelligence (AI), big data, etc. to reduce costs, human resources, save time, optimize management processes, control operations, perform tasks accurately and safely, help improve the efficiency of the unit's operations, create conditions to serve and provide the best services to the poor and other policy subjects.
Strengthen inspection and supervision in the implementation of policy credit activities, in order to promptly detect and correct any errors that may occur. Continue to strengthen communication to customers in a complete, clear, transparent and accurate manner about credit policies at the Social Policy Bank as well as the products and services of the Social Policy Bank to the public.
