Party members who have a third child will not be disciplined.

The Central Inspection Commission has just issued Instruction No. 15-HD/UBKTTW, amending and supplementing a number of contents in Instruction No. 05-HD/UBKTTW dated November 22, 2022 on implementing Regulation No. 69-QD/TW of the Politburo on disciplining party organizations and party members who violate the law.

According to Instruction 15-HD/UBKTTW, points 8.1 and 8.2, section III in Instruction No. 05-HD/UBKTTW in 2022 on instructions for implementing a number of articles in the Regulations on disciplinary action against party organizations and party members who violate the law have been officially removed. These are the points regulating the consideration and disciplinary action against violations of population policy, including having a third child.

At the same time, the new guidance adds point 8.3 as follows: "Do not consider handling the behavior specified in Clause 2, Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 dated December 27, 2008 amending Article 10 of the 2003 Population Ordinance "Giving birth to one or two children, except in special cases prescribed by the Government".

Thus, from March 20, 2025, having a third child is no longer considered a violation for Party disciplinary action. Therefore, Party members who have a third child will no longer be subject to disciplinary action.

According to Time, this metro line is “a great achievement” for Vietnam’s largest city. This project is not only an important step forward in the city’s transport infrastructure system but also opens up new opportunities for tourists to explore.

Metro Line 1 has a total length of 19.7km, connecting the center of Ho Chi Minh City with Thu Duc City, including 14 stops. This system helps residents and tourists easily travel to prominent locations such as Ben Thanh Market, Nguyen Hue Walking Street, City Theater and other bustling areas.

Hanoi tourism earns nearly 30,000 billion VND in just the first 3 months of the year

In the first three months of the year, Hanoi is estimated to welcome 7.3 million visitors, of which international visitors reached about 1.85 million (up 17.4% over the same period in 2024). Total revenue from tourists is estimated at VND 29,930 billion.

In March 2025 alone, the number of tourists to Hanoi reached 2.61 million, of which international visitors accounted for 709,000. This was also the month with the highest tourism revenue in the first quarter, with nearly 11,000 billion VND.

Currently, Hanoi has more than 3,760 accommodation establishments with over 71,000 rooms in various segments. Room occupancy rate at accommodation establishments in the first quarter is estimated at 61.6%.

During the first three months of the year, especially during the Lunar New Year, Hanoi organized many attractive cultural and entertainment events to attract domestic and foreign tourists to the capital.

Opening of Hue National Tourism Year 2025

Research station 30 meters deep in the Arctic during the Cold War

In 1962, as tensions between Washington and Moscow were escalating, Dr. Robert Weiss, then 26, was sent by the US military to a research station 8 meters below the ice in Greenland. The station, called Camp Century, was presented as a scientific research facility but was actually part of a secret US plan to set up missile launchers hidden under the Arctic ice.

Camp Century remained in operation until 1967, when it was abandoned due to the high cost of maintenance. Despite its unsuccessful military mission, the station became an important research facility, helping scientists better understand the climate and history of the Earth through ice samples taken from the Arctic ice sheet.

Camp Century currently lies about 30 meters below the surface of the ice. However, if climate change melts the ice, the remaining nuclear waste from the station could be exposed, posing a serious environmental risk.
