Previously, on August 7, the Office of the President submitted a proposal to the Prime Minister for consideration, to present to the President the title of Labor Hero to Ms. Nguyen Thi Binh. This title is to honor Ms. Nguyen Thi Binh's great contributions in the field of foreign affairs, especially in her position as Minister of Foreign Affairs of the Provisional Revolutionary Government from 1969 to 1976.

Former Vice President Nguyen Thi Binh's real name is Nguyen Thi Chau Sa (born in 1927, from the former Quang Nam province, now Da Nang city). She joined the revolution in August 1945, studied at Lycée Sisowath - Cambodia, then studied in France and graduated with a bachelor's degree in literature from Hanoi University.
Ms. Nguyen Thi Binh was associated with the Paris Agreement. At the end of 1968, she went to Paris (France) to attend a conference to discuss ending the war and restoring peace in Vietnam as a representative of the National Liberation Front of South Vietnam.
The continuous military victories on the battlefield created an opportunity for Vietnamese negotiators to force the enemy to accept the basic terms needed to proceed to sign the Paris Agreement on January 27, 1973 to end the war and restore peace in Vietnam. Ms. Nguyen Thi Binh was the only woman to sign the agreement.
The report on achievements stated that Ms. Nguyen Thi Binh received the title of National Emulation Fighter in 1974; Ho Chi Minh Medal, First Class Military Exploit Medal, First Class Anti-American Resistance Medal in 2001; Great Solidarity Medal in 2013 and First Class Freedom Medal in 2025 from Laos.
