The press needs to be given priority access to capital for digital transformation and innovation.

On the afternoon of August 22, in Hai Phong, the Journalist & Public Opinion Newspaper organized the Editor-in-Chief Forum 2025 with the theme: "Resolution 57 on innovation: Golden opportunity for the press to develop breakthroughs".

The event gathered leaders of the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism, the Vietnam Journalists Association , the Hai Phong City Party Committee - People's Committee, and more than 100 editors-in-chief of press agencies.

Resolution 57-NQ/TU of the Politburo (on breakthroughs in science, technology, innovation and national digital transformation) is considered a “green stream” to promote the press into a new stage of development. With the orientation of science, technology, innovation and national digital transformation, the resolution creates an important legal corridor for press agencies to apply artificial intelligence, big data, cloud computing, virtual reality, etc. in the process of content production and distribution.

Mr. Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, said that innovation is an inevitable trend, a strategic choice, an objective requirement and a top priority for our country to realize the aspiration of building a strong and prosperous country, with people increasingly prosperous and happy.

From that perspective, Resolution 57 on breakthroughs in science , technology, innovation and national digital transformation was born with new breakthroughs, helping to remove bottlenecks from awareness to institutions, contributing to liberating creativity and investment resources for science, technology and innovation, especially determining "accepting risks, risky investments and delays in scientific research, technology development and innovation".

In the digital age, Vietnamese journalism is transforming strongly through digital transformation and technology application to help information be accessed quickly, spread widely and optimize effectiveness to the public.

To enhance information competitiveness, journalism is one of the fields that needs the strongest innovation. Therefore, Resolution No. 57 of the Politburo, with its clear statement of “Strongly developing the digital economy, digital society, digital government; promoting the application of science, technology and innovation in all fields, including journalism and media”, is opening up great opportunities for the country’s press.

Ms. Ly Viet Trung, Editor-in-Chief of Ho Chi Minh City Women's Newspaper, commented that in the context of strong digital media development, the press not only plays the role of information and propaganda but also must become a modern, multimedia, multi-platform, highly interactive media platform. Therefore, the press must always innovate to meet the requirements of the new situation. However, the digital transformation of the press, although taking place strongly in recent years, has not yet achieved the expected results. The reason is due to lack of investment funds, technology, human resources, etc.

According to Ms. Ly Viet Trung, financial resources for journalism are currently limited, so investing in technology, purchasing software copyrights, and maintaining infrastructure requires large costs, beyond the editorial office's autonomy. In addition, there is a lack of specialized technology personnel. The existing technical team is mainly responsible for basic operations, not strong enough to develop data analysis tools, AI, and high-level system security.

Not to mention, today's press also faces competitive pressure from social networks and cross-border platforms, readers tend to access news from many non-press sources, forcing mainstream press to constantly innovate to maintain and expand its readership...

Based on the above situation, Ms. Ly Viet Trung believes that the press should also be included in the list of priority subjects to access the Fund for supporting the development of science - technology - innovation and digital transformation in the spirit of Resolution 57. Because the press needs support to access capital sources to innovate, digitally transform, and meet the requirements and tasks in the new situation. Access to the fund will help the press invest in digital infrastructure: upgrading the converged newsroom system, applying AI, big data, and cloud to optimize content production and distribution.

Many delegates at the forum said that the biggest opportunity is the opportunity to restructure human resources, build a team of “digital journalists”, data engineers, and media analysts. In addition, the pilot mechanism (sandbox) allows testing of new technologies and business models, as well as a credit source of VND500,000 billion for innovation, opening up opportunities for the press to invest in modern infrastructure and develop new media products.

Resolution 57 creates opportunities for the press: investing in digital infrastructure, applying AI, big data, blockchain, shifting from traditional models to multi-platform models, interacting directly with readers via social networks, podcasts, short videos...

Many opinions propose establishing a Fund to support press innovation or a Digital Transformation Fund for the press - a solution to remove financial bottlenecks, support technology infrastructure and train digital human resources.

Experts emphasize that the press must both maintain its identity and fulfill its political tasks well, while pioneering innovation and mastering technology to integrate deeply.
