Promote the conversion of toll accounts to traffic accounts

On August 22, the Vietnam Road Administration (Ministry of Construction) issued a document requesting relevant units, agencies and toll collection service providers to take measures to promptly promote the conversion of toll collection accounts to traffic accounts according to the provisions of Decree 119/2024/ND-CP.

At this point, there is only more than 1 month left until the deadline stipulated in Decree 119/2024/ND-CP for vehicle owners to be required to convert, but in reality, only nearly 50% of vehicles have converted. This is a big challenge for relevant units to ensure the roadmap for converting ETC accounts to traffic accounts.

The Vietnam Road Administration requires service providers to focus on mobilizing and arranging human resources to resolve problems and support vehicle owners in converting toll collection accounts to traffic accounts conveniently, quickly and promptly.

According to the assessment of the Vietnam Road Administration, the non-stop automatic toll collection system has recently been put into operation and exploitation, contributing to reducing traffic congestion at toll stations, especially during peak times, minimizing environmental pollution, saving time for people, improving transport productivity, increasing transparency and supporting effective state management.

To date, more than 6.6 million vehicles have been tagged and used the automatic non-stop toll collection service (accounting for nearly 96% of vehicles in circulation). However, the non-stop toll collection account is still limited, only allowing it to be used to pay road fees, not to be used for other purposes, and vehicle owners cannot withdraw excess money from the toll collection account.

To facilitate people and businesses to expand payment services on the non-stop electronic toll collection system platform such as paying for road use at toll stations, airport parking fees, bus stations, urban parking lots, paying for registration fees, gasoline, charging electric vehicles; at the same time, vehicle owners can also withdraw money from the payment method to pay for other services, the Government issued Decree No. 119/2024/ND-CP dated September 30, 2024 regulating electronic payment for road traffic, effective from October 1, 2024.

According to Article 31 of Decree 119/2024/ND-CP, vehicle owners are obliged to coordinate with road use fee payment service providers to convert toll collection accounts to traffic accounts before October 1, 2025 (during the period from October 1, 2024 to September 30, 2025, vehicle owners can make road use fee payments from toll collection accounts or non-cash payment methods).

To convert a toll collection account into a traffic account connected to a cashless payment method, the traffic account will be created from the information in the previous toll collection account, the vehicle owner only needs to register a cashless payment method to link to the traffic account. Registering a cashless payment method and linking to the traffic account is only done on the vehicle owner's current applications (no need to install a new application).

The remaining money in the toll collection account will continue to be prioritized for use until October 1, 2025. After October 1, 2025, the balance in the toll collection account will be refunded to the vehicle owner via e-wallet.

“The traffic account does not contain money like the previous toll account. Vehicle owners deposit money into the non-cash payment method to make payments. The remaining money in the toll account will continue to be given priority until October 1, 2025. After October 1, 2025, the balance in the toll account will be refunded to the vehicle owner through the e-wallet linked to the traffic account or other suitable methods,” the leader of the Vietnam Road Administration reminded vehicle owners.
