The Ministry of Transport has just sent a document requesting the Ministry of Planning and Investment to add road traffic projects that are subject to special mechanisms in the exploitation of minerals used as common construction materials.

Accordingly, the 6 proposed projects include: Cho Moi-Bac Kan route construction project, Bac Kan province; Dau Giay-Tan Phu Expressway project phase 1; Ho Chi Minh road project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section; My An - Cao Lanh Expressway project phase 1; Cao Lanh - Lo Te route upgrade project in Dong Thap province and Can Tho city; Dai Ngai bridge construction project, Tra Vinh and Soc Trang provinces.

Explaining the need to add special mechanisms for these projects, the Ministry of Transport acknowledged the reality that construction material mines currently operating in localities have exploitation capacity that is only enough to supply local projects.

When major highway and road projects pass through, the demand for construction materials is very large. Most of the construction material mines currently being exploited cannot ensure supply to meet project progress, so new mines must be opened for exploitation.

In addition, the procedures for opening a new mine according to the provisions of the Law on Minerals take about more than a year, so without specific mechanisms for licensing the exploitation of common construction material mines, it will affect the implementation progress and make it difficult to complete projects according to the schedule approved by competent authorities (applying specific mechanisms shortens the time by about 10 months).

Therefore, the Ministry of Transport finds it necessary to pilot the application of a special mechanism in the exploitation of mineral mines as common construction materials for the above-mentioned road projects and works as has been applied to the North-South Eastern Expressway Projects in the 2021-2025 period and horizontal expressways such as Khanh Hoa-Buon Ma Thuot, Chau Doc-Can Tho-Soc Trang, Bien Hoa-Vung Tau.
