Large volume of material required

According to the Department of Agriculture and Environment, the province is implementing many key transport projects and works such as the Quy Nhon - Pleiku expressway project; the North - South high-speed railway project; the No. 2 runway project and synchronous works at Phu Cat Airport.

Of which, the Quy Nhon - Pleiku expressway project has a total length of 125 km; construction material demand is more than 20.5 million m3 of fill soil, more than 3.7 million m3 of sand and more than 3.3 million m3 of stone.

For the North-South high-speed railway project, the total demand for leveled land to construct resettlement areas to serve site clearance (section passing through the province) is more than 1.9 million m3 .

The project of runway 2 and synchronous works at Phu Cat Airport has a total demand for land leveling of 4.2 million m3 (sand and construction stone use commercial mines, so no quarry is requested).

Mr. Truong Ba Vinh - Head of the Mineral Resources Department (Department of Agriculture and Environment) said: Preparing construction materials including fill soil, sand, and stone for key projects and traffic works is very important, in order to meet the demand and not interrupt the construction process. In July and August 2025, the provincial interdisciplinary team and local authorities reviewed construction material mines expected to be licensed to serve the construction of works and projects.

The review results show that the source of construction materials is guaranteed to serve the construction of key transport works and projects in the province. Specifically, for the Quy Nhon - Pleiku expressway project, the interdisciplinary team conducted a field survey and selected 16 soil mines with a total estimated reserve of about 23.88 million m3 .

Regarding sand mines, the interdisciplinary team conducted a field survey at 9 mine locations with a total estimated reserve of more than 3.88 million m3 ; in addition, it is expected that dredging the Van Phong and Phu Phong dams will provide an additional 1.5 million m3 . The stone mine will use 4 licensed mine locations that are currently in operation with a total reserve of 2.55 million m3 and survey 8 other mine locations.

In addition, some quarries in Son Trieu mountain area (in An Nhon Nam ward and Tuy Phuoc commune) have been inspected and evaluated as qualified by the Department of Construction. Utilizing tunnel excavation rocks and qualified quarries in Phu My Nam commune have been used for the North-South expressway project.

Ensuring demand

Up to now, the Interdisciplinary Team has completed the reserve assessment dossier and environmental impact assessment report for 2 soil mines, with a total reserve of 6 million m3 to serve the land filling needs for the No. 2 runway project and synchronous works at Phu Cat Airport.

In addition, the project also uses 150 thousand m3 of unloaded soil from the DT 639 project, Cat Tien - Diem Van section, and utilizes soil resources during the process of balancing excavation and filling.

For the North-South high-speed railway project, the Department of Agriculture and Environment coordinated with the Provincial Land Fund Development Center to inspect 10 material mines. At the same time, it provided guidance on procedures related to the exploitation of soil mines for leveling and construction of resettlement areas to serve the site clearance work for project implementation.

“Regarding the source of construction sand materials, the Department of Agriculture and Environment has reported and proposed to the Provincial People's Committee to request the policy of dredging 48 silted reservoirs in the eastern part of the province, with an estimated volume of 5.5 million m3 . At the same time, the Interdisciplinary Team conducted a field survey of 4 sand mines in Binh Phu, Binh Khe and Vinh Quang communes with a total area of over 51 hectares and an estimated reserve of 1 million m3 . Thereby, contributing to supplementing the volume of sand for the construction of the Quy Nhon - Pleiku expressway project; the North - South high-speed railway and other key works and projects in the province" - Mr. Vinh said.

According to Mr. Tran Dinh Chuong - Deputy Director of the Department of Agriculture and Environment, based on the National Assembly 's resolutions on investment policies for the Quy Nhon - Pleiku expressway project and the North - South high-speed railway, the provision of construction material mines is carried out according to a special mechanism to promptly serve the project.

In the coming time, when selecting a contractor, the Department of Agriculture and Environment will advise the Provincial People's Committee to grant licenses for the selected material mines and those included in the survey dossier. On the other hand, synchronously implement the contents of forest land conversion (if any) and land lease procedures to promptly exploit for key traffic projects and works.
