On the afternoon of February 23, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a working delegation to inspect the progress of the implementation of the Project on site clearance, investment in construction of resettlement areas and site clearance of industrial parks (IPs) in Nghi Son Economic Zone from 2023 to present; site clearance work, resolving difficulties in a number of key projects in Nghi Son town.

According to the report of Nghi Son Town People's Committee, according to the 2023 phase plan, the town will focus resources on implementing the Land Acquisition and Site Clearance Project, investing in the construction of resettlement areas to serve the land acquisition and site clearance of Industrial Park 20 - NSKT project, including 4 resettlement areas: Resettlement Area No. 1 in Cac Son Commune (area of ​​3.5 hectares); Resettlement Area No. 2 (area of ​​7 hectares) in Cac Son Commune; Resettlement Area No. 3 (area of ​​3 hectares) in Anh Son Commune; Resettlement Area No. 4 in Cac Son Commune (area of ​​19 hectares).

Currently, on the basis of the Provincial Party Committee's agreement on the capital source for implementing these projects from the additional central budget revenue with a target for the locality in 2023 and the province's support capital for the town to invest in resettlement areas, Nghi Son town has organized the preparation, appraisal and submission of the projects to the People's Council for approval. Currently, resettlement areas No. 2 and No. 3 have been approved for project investment and are preparing procedures to start construction in the fourth quarter of 2024. Resettlement area No. 1 is also waiting for the Provincial People's Council to approve the capital source plan and resettlement area No. 4 is waiting for the general planning of the NSKTZ to be adjusted for implementation.

At the conference, Nghi Son town also reported on the progress of investment in the construction of social infrastructure works (schools, medical stations, cultural post offices, markets) to be returned when implementing the land acquisition for Industrial Park No. 20. Accordingly, there are 6 social infrastructure works that need to be rebuilt at new locations, including: Cac Son A Primary School, Hung Son Secondary School, Hung Son Kindergarten, Hung Son Medical Station, Cultural Post Office and Hung Son Market. After the general planning of the NSKTK is adjusted, the planning of the ST 01 ecological zone is approved and capital is allocated, the People's Committee of the town will carry out the steps to invest in the construction of social infrastructure works to be returned according to the regulations of 5/6 works.

To speed up the project implementation, Nghi Son Town People's Committee requested the Management Board of Nghi Son Economic Zone and relevant sectors to promptly study and advise the Provincial People's Committee to submit to competent authorities for appraisal and approval of adjustments to the general planning of Nghi Son Economic Zone and update the land use function of resettlement area No. 4 during the process of planning the ST-01 ecological subdivision, as a legal basis for the town to carry out investment procedures for projects and return the remaining works.

Regarding the situation of site clearance for some key projects in the town, Nghi Son town is currently focusing on site clearance for the Project of Building technical infrastructure for resettlement areas serving migrants in Hai Ha commune; Nghi Son High-tech Mechanical Manufacturing Factory Project in Mai Lam ward; Project of Comprehensive Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project and some other important projects.

The project of constructing technical infrastructure for resettlement areas serving Hai Ha commune has completed land acquisition and clearance of 18.6 hectares in Hai Binh ward. The area of ​​48.67 hectares in Xuan Lam ward has completed the inventory and land origin review, and is submitting for approval of the plan for the area of ​​24.5 hectares/26 households. The remaining land acquisition and clearance area is facing problems related to the sale of land without authority, the allocation of land for aquaculture without ensuring procedures and problems related to determining land types.

Regarding the Nghi Son High-Tech Mechanical Manufacturing Factory Project; The project was approved by the Provincial People's Committee in principle for investment and at the same time approved the project investor in Decision No. 2270/QD-UBND dated June 27, 2023 with a total land area affected by land acquisition and clearance of 10.2 hectares. The total number of affected households is 320 households and 1 organization. The project has completed the inventory of the current status and examined the origin of the land; Nghi Son Town People's Committee has approved the first compensation and support plan for 141 households/4.23 hectares/7.18 billion VND. Currently, part of the project land area is overlapping because the Provincial People's Committee has approved the investment policy on part of the land area of ​​the Cong Thanh Fertilizer Factory Construction Project.

The Dynamic Urban Development Project - Tinh Gia Urban Sub-project is currently facing difficulties due to the failure to arrange counterpart funds from the town budget.

After listening to the discussion and explanation of Nghi Son town and departments and branches on related issues, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi emphasized that the NSZ is the economic locomotive of the whole province. The Central Government as well as the province always pay special attention to the issues of planning as well as investment promotion, site clearance to attract projects for investment and construction, creating value, jobs as well as increasing the State budget revenue.

To ensure the progress of site clearance for the Nghi Son High-Tech Mechanical Factory project, he requested Cong Thanh Fertilizer Joint Stock Company and Cong Thanh Cement Joint Stock Company to provide documents and papers related to compensation payments to households in the former Cong Thanh Fertilizer Factory project, and send them to Nghi Son Town People's Committee so that the Compensation, Support and Resettlement Council of the Nghi Son High-Tech Mechanical Factory Project can consider refunding previously paid expenses.

He also specifically directed solutions to resolve difficulties in site clearance and implementation of other key projects. Specifically, in order to create counterpart funds to promptly implement the Project on Comprehensive Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project, the Standing Vice Chairman of the Provincial People's Committee assigned the Nghi Son Town People's Committee to preside, the Management Board of the Investment Project for Construction of the Economic Zone and Industrial Parks to coordinate to select locations, develop a plan to auction a total residential area project, and create counterpart funds to implement the project before September 2024. In case of difficulties in capital mobilization, the town shall report to the Provincial People's Committee to have a loan plan and commit to a repayment period.

The Standing Vice Chairman of the Provincial People's Committee requested Nghi Son town, departments and branches to focus on removing difficulties, coordinating, closely following the work, creating the most favorable conditions for implementation, promoting the progress of site clearance, implementing resettlement projects and a number of other key projects.
