Accordingly, the Deputy Prime Minister approved the investment policy for construction and business of infrastructure of Trung Thanh Industrial Park, Nam Dinh province (project); at the same time, approved the project investor as Nam Dinh Infrastructure Development Investment Joint Stock Company.

Total investment capital of the project is 1,657,098 billion VND

The project objective is to invest in construction and business of industrial park infrastructure (supporting industrial park type). The land use scale of the project: 200 hectares, the project implementation location is in Yen Trung commune and Yen Thanh commune, district of Y Yen, Nam Dinh province.

The total investment capital of the project is 1,657,098 billion VND, of which the investor's contributed capital is 250 billion VND.

The project's operating period is 50 years from the date the project is approved for investment policy and the investor is approved. The project implementation progress shall not exceed 24 months from the date the State hands over the land.

The Deputy Prime Minister assigned the People's Committee of Nam Dinh province to direct the Management Board of Nam Dinh Industrial Parks to guide the Investor to specify the project implementation progress, noting that the progress of the Investor's equity contribution to implement the project must ensure compliance with the provisions of the law on land.

The Ministry of Planning and Investment is responsible for the assigned contents of project investment policy appraisal and state management of industrial zones according to the provisions of the Investment Law and relevant laws.

Relevant ministries and branches are responsible for the content of project investment policy appraisal within their functions and tasks according to the provisions of the Investment Law and relevant laws.

The People's Committee of Nam Dinh province ensures the accuracy of information, reported data, and appraisal contents according to the provisions of law; inspects and supervises to ensure that the allocation of land use targets is consistent with the project implementation progress, and complies with the planning targets and national land use plans allocated to Nam Dinh province by competent authorities.

Organize the development and implementation of plans for land recovery, compensation, site clearance, conversion of land use purposes, and land lease to implement projects in accordance with documents approved by competent authorities on project area scale, location, and progress.

In case there are public assets in the project implementation area, it is recommended to comply with the provisions of the law on management and use of public assets, ensuring no loss of state assets. Land allocation and lease for small, narrow plots of land managed by the State (if any) must ensure that they meet the criteria prescribed in Article 47 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law.

The People's Committee of Nam Dinh province directed the Management Board of Industrial Parks of Nam Dinh province and relevant agencies to review and ensure that the project implementation area is suitable for the requirements of protecting and promoting the value of cultural heritage and the conditions prescribed by law on cultural heritage.

Monitor and evaluate investors' implementation in accordance with the approved zoning plan for the Trung Thanh Industrial Park, complete construction procedures in accordance with the provisions of the law on construction; ensure that the location and area scale of the project are consistent with the project investment policy approved by competent authorities; the project's land use structure and environmental safety distance comply with the National Technical Regulations on construction planning and other relevant regulations.

Quickly deploy housing projects and social works for workers in industrial parks.

The People's Committee of Nam Dinh province directs the Management Board of Industrial Parks of Nam Dinh province and relevant agencies to request investors during the project implementation process to report to competent state agencies for settlement in accordance with the provisions of the law on minerals; comply with the provisions of the Law on Irrigation and its guiding documents, ensuring that the implementation of the Project does not affect the management and operation of the irrigation system and the cultivation capacity of surrounding people; coordinate in compensation, support, resettlement and investment in the construction of workers' housing, service works and public utilities for workers working in industrial parks.

Quickly and effectively implement housing projects, social, cultural and sports facilities for workers in industrial parks according to the provisions of the law on industrial parks and the law on housing.

Nam Dinh Infrastructure Development Investment Joint Stock Company is responsible before the law for the legality, accuracy and honesty of the contents of the project dossier and documents sent to competent state agencies; uses equity capital in accordance with the commitment to implement the project and complies with the provisions of the law on land and other relevant legal provisions.

Fully implement environmental protection procedures in accordance with environmental protection laws and relevant guidelines; comply with irrigation laws and water resources laws during project implementation.

Nam Dinh Infrastructure Development Investment Joint Stock Company must deposit or have a bank guarantee for deposit obligations to ensure project implementation in accordance with the provisions of the law on investment; reserve at least 60% of industrial land of Trung Thanh Industrial Park to attract industries and occupations in the list of priority supporting industrial products for development.
