On April 4, Vietnam Railways Corporation held the 20th meeting of the Party Executive Committee, term XII, 2020 - 2025, to review Party building work in Q1/2025, and deploy tasks in Q2/2025.

In his opening speech, Comrade Dang Sy Manh emphasized that 2025 has been identified by the Central Government as a pivotal year for the country's accelerated development, and at the same time a pivotal year for the Vietnamese railway industry when it has been assigned many important tasks and unprecedented major projects. In the context that the US has just announced a 46% tax on imported goods from Vietnam, the new policy is forecast to seriously affect the country's export and growth targets in general, and the production and business activities of Vietnam Railways in particular, Comrade Dang Sy Manh said that the determination of the Party and Government to maintain the growth target of 8% in 2025, and double-digit growth in the following years is unchanged. Therefore, he suggested that the Conference should focus on discussing solutions to maintain the growth target of the railway, closely following this target of the Central Government.

On behalf of the Party Committee of Vietnam Railways Corporation, Comrade Dang Anh Dung, Chief of the Party Committee Office, briefly presented the Report on the summary of Party building work in the first quarter of 2025 and the deployment of tasks in the second quarter of 2025 of the Party Committee of Vietnam Railways Corporation. It stated that with the solidarity and efforts of more than 8,000 Party members of the Corporation, under the leadership of the Party Committee of the Corporation, in the first quarter, the entire Corporation achieved many achievements in all aspects of political and ideological work, Party building and organization, inspection and supervision; mass mobilization work; leadership of mass organizations; The work of preventing corruption, negative waste, especially production and business activities continued to grow compared to the same period in 2024. However, the report also pointed out a number of limitations, weaknesses, and shortcomings that need to be overcome, in which it especially emphasized that "leadership and management in some units are not yet proactive and adaptable to the new situation, and "Flexible adaptation thinking is still slow; there has not been much change in thinking, working methods, and ways of implementing tasks". In conclusion, the report pointed out the key tasks that need to be focused on in the second quarter of 2025, and at the same time pointed out specific and detailed solutions to successfully complete these tasks.

Also within the framework of the Conference, delegates listened to many valuable presentations, sharing practical stories, experience in solving problems and creative solutions of typical advanced units. Comrade Do Van Hoan, Secretary of the Party Committee, Chairman of the Board of Directors of the Railway Transport Joint Stock Company, presented the topic of implementing Resolution 28-NQ/DU dated February 28, 2025 of the Party Committee of the Vietnam Railway Corporation on striving for growth of 8% or more in the production and business plan in 2025 and double-digit growth in the following years at the Company. Comrade Le Huu Hung, Secretary of the Party Committee, Chairman of the Board of Directors of Ha Thai Railway Joint Stock Company, presented a presentation on implementing Resolution 29-NQ/DU dated March 20, 2025 of the Party Committee of the Corporation on implementing the investment policy of the High-speed Railway Project on the North-South axis, the Investment Project to build the Lao Cai - Hanoi - Hai Phong railway line at the Company. Comrade Nguyen Canh Tung, Party Secretary, Chairman of the Board of Directors of Vinh Railway Signaling Company shared the story of proactively investing in training high-quality human resources, encouraging and creating conditions for company staff to seek foreign scholarships to study modern railways and high-speed railways, and rejuvenating the leadership team. Comrade Hoang Nang Khang, Deputy General Director of the Corporation reported to the conference on the progress of building and implementing the railway industry development project, building a railway industrial complex. Comrade Nguyen Chinh Nam, Deputy General Director of the Corporation, presented a speech on the application of science and technology, assessed the impact of the recent US tax policy, and evaluated the production and business operation plan of the Corporation in the new situation.

At the end of the conference, the delegates were honored to listen to the comments of Comrade Nguyen Thanh Son, Head of the Department of Areas VI, Central Inspection Committee. Comrade Nguyen Thanh Son congratulated the achievements of the Party Committee and all employees of the Corporation in the past time, especially the leadership role of the Party Committee of the Corporation in implementing political tasks on production and business, doing well the Party building work, the transformation from the Party Committee of the bloc to the Party Committee of the Government and the successful congress. Comrade Nguyen Thanh Son also pointed out that the reports of the Corporation need to further highlight the role of ideological leadership, the role of directing and supervising the implementation of tasks of the Party agencies at the Corporation, especially paying attention to and better demonstrating the role of women in the unions. He also noted some practical experiences that need to be applied in the work of disciplining Party members and the work of declaring assets.
