Implementing Directive No. 45-CT/TW dated April 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; Plan 30-KH/DUB dated August 30, 2024 of the Party Executive Committee of the Ministry of Foreign Affairs and Plan No. 02-KH/DUC dated October 28, 2024 of the Party Committee of the Department on organizing Party congresses at all levels towards the 14th National Congress of the Party, the Party Committee of the Department of Diplomatic Services held the 5th Congress for the 2025-2030 term, a political event of special significance in the process of building and developing the Department.
Held from April 28-29, the Congress was a great success, not only comprehensively assessing the achievements and limitations of the past term but also setting out development directions for the coming period. In particular, the Congress also took place during the historic days of April, when the whole nation was looking forward to celebrating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025). This demonstrated the meaningful harmony between the flow of national history and the modern development process of the Diplomatic sector.

In that context, the 5th Congress of the Party Committee of the Diplomatic Corps Service Department has truly become an opportunity to strongly promote patriotism, self-reliance and development aspirations, contributing to the successful implementation of political tasks entrusted by the Party, State and Ministry of Foreign Affairs.
Specifically, during the 2020-2025 term, the Party Committee of the Diplomatic Corps Service Department has always received deep attention, close and timely leadership and direction from the Party Committee of the Ministry of Foreign Affairs in all aspects of work. Especially at the Congress for the 2025-2030 term, the Congress also received close direction from Comrade Nguyen Dac Thanh, Deputy Secretary of the Party Committee of the Ministry of Foreign Affairs, who has always paid attention to the Party Committee of the Department.
The Congress for the 2025-2030 term had the full participation of 120 official delegates, demonstrating the spirit of solidarity, democracy and high responsibility. The Presidium, headed by Comrade Ngo Phuong Nghi, Party Secretary and Director of the Department, conducted the working sessions scientifically and effectively, ensuring that the agenda took place according to plan.

At the Congress, the Political Report and the Review Report of the Executive Committee and the Standing Committee were presented in detail, objectively and comprehensively assessing the implementation of the Congress Resolution for the 2020-2025 term. The report highlighted the proud achievements that the Party Committee and the Diplomatic Corps Service Department have achieved in all aspects of work, from political and ideological work, Party building and organization work, professional work, scientific research to management and service work.
At the same time, the Congress also frankly pointed out the existing limitations, analyzed the causes and drew profound lessons.
Based on practical assessment, the Congress focused on discussing and reaching high consensus on the direction, goals and tasks for the 2025 - 2030 term. The Congress Resolution clearly identified specific goals and synchronous solutions to improve the leadership capacity and fighting strength of the Party Committee, and build a clean and strong Party organization.
In particular, the Congress emphasized the need to innovate leadership style, strengthen discipline, promote democracy and collective strength in the entire Party Committee, and successfully carry out the Ministry's state management tasks on foreign affairs in the following areas: supplying and managing Vietnamese workers working for foreign organizations and individuals in Vietnam; supplying and managing houses and land for headquarters, offices, and residences; providing travel, sports, entertainment, and other related services... for diplomatic missions and international organizations in Vietnam; organizing the reception and guidance of non-resident foreign reporters for short-term work in Vietnam.

With a high sense of responsibility, the delegates conducted the election of the Party Executive Committee for the 2025-2030 term in a democratic manner, in accordance with the procedures and regulations of the Party Charter. As a result, 15 exemplary comrades with sufficient qualities, capacity and prestige were elected to the Executive Committee, demonstrating the trust of the entire Party Committee in the new leadership team.
The Congress also elected 39 official delegates and 4 alternate delegates to attend the 29th Congress of the Ministry of Foreign Affairs Party Committee for the 2025-2030 term. These are excellent and responsible comrades, representing the voice and aspirations of the Party Committee of the Department at the higher-level Congress.
From the directions for the 2025-2030 term, the comments and contributions were included by the Secretariat in the draft Resolution of the 5th Party Congress of the Department, term 2025-2030 and approved with the consensus of all participating Party members.
The Resolution sets out specific goals and tasks, and identifies breakthrough solutions to develop the Diplomatic Corps Service Department in the coming period.
