Over the past few days, prolonged heavy rain has caused the Len River to reach level III, leaving Tuong Lac quarter (Ha Trung town) and Binh Lam village (Yen Son commune), Ha Trung district (Thanh Hoa) deeply submerged in floodwater. Local residents said that on the morning of September 23, floodwaters from upstream caused the Len River to rise and flood into residential areas. According to statistics from the People's Committee of Ha Trung district, as of the afternoon of September 24, more than 200 households here were flooded and isolated from the outside. Having lived along the Len River for decades, Ms. Dinh Thi Mai (68 years old) said that this was the third time she and her husband had witnessed flooding into their house. According to Ms. Mai, in 2007 and 2017, the locality also experienced flooding, with the Len River water flooding into residential areas. "When the water rose, my husband and I proactively raised our assets. But because we were the only two elderly people at home, we had to stay up all night on September 23 and early morning on September 24 for fear that water would flood into the house at any time," said Ms. Mai.
According to Dan Tri reporters, at around 2:00 p.m. on September 24, the water level on the Len River tended to recede slightly, but many houses were still flooded, and property and livestock were kept high. The road was flooded, people had to use boats to move. Some people took advantage of the clear sky and receding water to go to the market to buy food supplies for people in the neighborhood. The cultural house area of Tuong Lac quarter, Ha Trung town, was deeply submerged in flood water.
In some highland areas, when the water receded, people took the opportunity to clean up the mud that had flooded their houses. However, due to the power outage, cleaning up became difficult. "Our experience is that we clean up as the water recedes. But today there is no electricity, so we cannot pump water or wash our houses. The river water is full of alluvium and mud, so we cannot use it to clean our houses," said a local resident. Mr. Nguyen Van Long, Vice Chairman of the People's Committee of Ha Trung district, said that as of 5 p.m. on September 24, the water level of the Len River had dropped below alert level III, but the residential areas in the two villages mentioned above have not yet escaped isolation. Because the water has not receded completely, the electricity industry has not been able to turn on the electricity yet, according to Mr. Long.
