On December 30, the People's Council of Ha Giang province held the 21st session (special session), including the election of the position of Chairman of the Provincial People's Committee.


The delegates of the Provincial People's Council voted to elect Colonel Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Director of the Provincial Police Department, as Chairman of the Provincial People's Committee. 100% of the delegates present unanimously elected Mr. Phan Huy Ngoc to hold the position of Chairman of the 18th Ha Giang Provincial People's Committee, term 2021 - 2026.

Previously, at the 29th Conference of the Executive Committee of the Ha Giang Provincial Party Committee, term XVII, 2020 - 2025, Colonel Phan Huy Ngoc, Director of the Ha Giang Provincial Police, was elected to hold the position of Deputy Secretary of the Ha Giang Provincial Party Committee, term 2020 - 2025 with 100% of the votes in agreement.

Mr. Phan Huy Ngoc was born on January 12, 1972; hometown is Nghia Hung commune, Vinh Tuong district, Vinh Phuc province. His professional qualifications are Doctor of Law, Bachelor of Economics, and senior political theory.

Mr. Phan Huy Ngoc has held positions such as: Chief of Phu Tho Town Police (Phu Tho Province); Deputy Director of Phu Tho Provincial Police; Director of Ha Giang Provincial Police.
