The 4th Congress of Ethnic Minorities of Nghe An province has the task of summarizing and evaluating the situation and results of ethnic work, ethnic policies and patriotic emulation movements in ethnic minority areas; honoring, praising and rewarding outstanding collectives and individuals; and at the same time continuing to affirm the consistent policy of our Party and State on ethnic issues and great national unity.

Ethnic minorities in Nghe An account for nearly 15% of the province's population, including 47 ethnic minorities living together, mainly concentrated in 12 districts and towns. In the period of 2019 - 2024, the implementation of social policies in ethnic minority and mountainous areas in the province has brought about many positive results. The material and spiritual life of people in ethnic minority and mountainous areas continues to improve. In addition, in agricultural, forestry and fishery production, the province has focused on investment solutions to increase infrastructure investment, promote technical consulting support activities in cultivation and livestock breeding; promote the application of science and technology in agricultural production towards commodities linked to the consumer market; form a value chain linked to product consumption, promote the transformation of crop structure towards bringing high economic value.

In the 2021-2025 period alone, the total capital for implementing national target programs and other programs and projects of the Central and local governments to invest in building infrastructure works to serve production and life of people in ethnic minority areas will reach over VND8,000 billion. Up to now, communes in ethnic minority and mountainous areas have basically completed essential infrastructure works. At the same time, the grassroots political system in mountainous and ethnic minority areas in the province has been increasingly improved, improving operational efficiency, especially the capacity to implement the Party's policies and resolutions, and the State's policies and laws.

Patriotic emulation movements and campaigns have been carried out synchronously and effectively by all classes of people, contributing to the effective implementation of the targets of building new rural areas, the Resolutions of the Party Congresses of districts... In particular, the program of mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province after 2 years of implementation has called for and mobilized the construction and repair of over 9,200 houses, with a total mobilized resource of over 750 billion VND.
