Mr. Luong Nguyen Minh Triet, Chairman of the People's Committee of Da Nang City, has just signed Document 938/UBND-SNV to send to departments, branches, communes/wards and affiliated units to urgently resolve the regime and policies on leave due to organizational restructuring according to Conclusion 183-KL/TW dated August 1, 2025 of the Politburo and Secretariat.

Accordingly, on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW on continuing to implement the two-level local government model, strongly shifting the grassroots level to proactively grasp and manage socio -economic, national defense and security... In which, localities are required to "direct the final handling of regimes and policies for cadres, civil servants, and public employees subject to organizational restructuring" before August 31.
The People's Committee of Da Nang City requires that the approval process must adhere to the principles and ensure compliance with the regulations in Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
Subjects considered include: less than 5 years to retirement age; not meeting job requirements; not meeting training levels according to professional and technical standards of the job position; health is not guaranteed, affecting the performance of tasks.
Heads of agencies, units and localities are responsible for reviewing and identifying cases of resignation or being encouraged to resign; ensuring objectivity, fairness, transparency and not affecting the common tasks.
In particular, cases of failure to meet task requirements must be demonstrated through evaluation results in the last 3 consecutive years, with a year-end classification of "not completing tasks"; in cases of poor health, there must be medical records to prove it.
The People's Committee of Da Nang City also noted that it is necessary to pay attention to ideological work, encourage and retain those who have more than 5 years of work experience, have capacity, achievements, and positive contributions.
In case of health failure (through medical records) affecting the task, consider and resolve the resignation according to regulations, without affecting progress, serving the people and businesses; do not propose to add staff after resolving the policy.
In case of assessment of insufficient capacity to perform tasks from July 1 to present, agencies, units, and localities must review, reassign, or send to participate in training and fostering to meet new requirements when implementing 2-level local government.
Agencies and units must review, arrange and transfer appropriately to maximize existing human resources; in case of unsuitability, they must review and transfer to ensure the promotion of the team's capacity, creating conditions for capable and qualified people to continue working.
