However, most of the current legal regulations only focus on the management and protection of works in the Ho Chi Minh Mausoleum Relic Site; many important issues have not yet been regulated.

In practice, there are still some difficulties and shortcomings in the management work because this is a special task, which must ensure the absolute safety of President Ho Chi Minh's body, protect the mausoleum, and welcome people and international visitors to visit Uncle Ho and visit the area, promote and promote the political, historical and cultural significance of the Ho Chi Minh Mausoleum Relic Site.
The Ho Chi Minh Mausoleum is a special project, requiring special techniques, with many unique equipment, manufactured on order from abroad. In case of changes in the world situation, importing materials, equipment, and training human resources abroad will encounter many difficulties. Therefore, the development and promulgation of ordinances is extremely necessary.
The promulgated Ordinance is the highest legal document to date to institutionalize the Party and State's viewpoints and policies on long-term preservation and absolute safety protection of President Ho Chi Minh's body and management and protection of the Ho Chi Minh Mausoleum Relic Site.

The Ordinance on Management and Protection of President Ho Chi Minh Mausoleum Relic Site consists of 6 chapters and 32 articles.
According to Article 2 of the Ordinance, the Ho Chi Minh Mausoleum Relic Site is a complex of works and areas of special political, historical-cultural, national defense and security value, including the Ho Chi Minh Mausoleum and Ba Dinh Square; the monument to heroic martyrs; the K9 Relic Site; and supporting works serving the long-term preservation and absolute safety protection of the body of President Ho Chi Minh.
The scope and boundaries of the above-mentioned works and areas shall comply with Government regulations and relevant laws.
In addition, Section 1, Chapter III of the Ordinance stipulates the establishment of records for management of works and areas; management, operation, preservation, maintenance, and technical assurance of works; ensuring the maintenance and preservation of space, landscape, architecture, construction activities, and environmental protection in the Ho Chi Minh Mausoleum Relic Site.
Management records of works and areas in the Ho Chi Minh Mausoleum Relic Site are determined to have a confidentiality level appropriate to the nature, type, and group of works and areas; and are stored, managed, and used in accordance with the provisions of the law on protecting state secrets and the law on archiving.
Renovation, refurbishment, upgrading and construction investment must be carried out on the basis of detailed construction planning, respecting the original design, architecture and relevant legal regulations.
Article 30 stipulates that priority is given to allocating the State budget to carry out the tasks of long-term preservation and absolute safety protection of President Ho Chi Minh's body; upgrading and modernizing the technical equipment system of works and areas belonging to the Ho Chi Minh Mausoleum Relic Site; ensuring security and safety of the Ho Chi Minh Mausoleum Relic Site; welcoming, propagating, and promoting the political, historical and cultural significance of the Ho Chi Minh Mausoleum Relic Site; researching, applying science, technology, and digital transformation in the management and protection of the Ho Chi Minh Mausoleum Relic Site.
The Ordinance stipulates that those in the force directly managing and protecting the Ho Chi Minh Mausoleum Relic Site are entitled to salary, bonus, allowances, other regimes and policies according to the provisions of law and special allowances, subsidies and support regimes appropriate to the nature of their tasks according to the Government's regulations.
Prioritize attracting, selecting, and recruiting talented people, scientists with deep expertise, students, and graduates with excellent grades and meeting all prescribed standards to join the force directly managing and protecting the Ho Chi Minh Mausoleum Relic Site.
