Elected bodies move with the grassroots

On July 15, under the chairmanship of Comrade Nguyen Van Loi, Head of the National Assembly Delegation of Ho Chi Minh City, the Conference of the 15th Ho Chi Minh City National Assembly Delegation deployed the working program from now until the end of the 2021-2026 term. In addition to summarizing the delegation's activities, the conference also discussed many contents to continue to innovate, improve the quality of elected activities, bring representatives closer to the people, more closely to the people and take more practical actions, meeting the expectations of voters in the new context.

When the whole country operates a two-level local government model and the commune level becomes the direct focal point for receiving and handling most administrative procedures, people's requests require elected agencies to make appropriate adjustments. Especially, they need to be more proactive and closely connected with the grassroots, ensuring that there are no gaps in supervision or distance between the government and the people. The goal is to effectively implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

In Ho Chi Minh City, right from the first days of assuming the role of Head of the Ho Chi Minh City National Assembly Delegation after the merger of 3 localities, National Assembly Deputy Nguyen Van Loi clearly demonstrated his spirit of participation. He directly went to the grassroots, surveyed activities in some wards, listened to opinions from local people and officials about difficulties in the first days of operating the new model. This "going to the field" not only helped to grasp the practical situation but also increased the connection and continuous supervision from the National Assembly to the grassroots, ensuring that people's requests were received and resolved promptly. In particular, through survey and supervision, National Assembly deputies proposed solutions to reform administrative procedures, personnel and remove obstacles arising from the practice of the new apparatus, which also had a positive impact on the activities of local governments. That demonstrated the accompanying role of delegates in building a government close to the people.

At yesterday's conference, the National Assembly deputies contributed many practical ideas, focusing on facilitating the use of public services by citizens and businesses. The schedule for regular citizen receptions was quickly established with specific assignments. The National Assembly deputies were divided into groups appropriate to the region and locality, ensuring the maintenance of regular and effective connection channels with the people.

The work of petitioning and communication is also focused on, especially the close coordination with news agencies and newspapers to receive voters' opinions and recommendations and grasp public opinion. The strengthening of supervision of commune-level authorities, especially on issues closely related to people such as land procedures, business registration, traffic violation penalties, construction management, etc. is also of interest. In the context of expanding local authority, the conference emphasized the accountability of the authorities after each supervision conclusion, ensuring that the recommendations of National Assembly deputies are handled properly.

The reality of Ho Chi Minh City shows that National Assembly deputies are increasingly proactive in accompanying the government, listening to businesses and people to remove bottlenecks, creating conditions for development. Many deputies regularly appear at hot spots, delayed projects, etc., clearly demonstrating their role as representatives of the will and aspirations of the people. That spirit is not limited to Ho Chi Minh City but is spreading throughout the country, creating a vivid picture of the movement of elected agencies. Of course, from this initial movement, the results are still far from satisfactory.

But what is happening once again confirms that elected bodies are increasingly playing a supervisory role, promoting more timely handling of legitimate and legal requests from the people. The strong “participation” of elected bodies, moving together with the grassroots with practical actions to enhance the supervisory role to better serve the people. Because when the people’s voices are fully heard and conveyed, the government apparatus will become increasingly effective, efficient, close to the people, close to the people and serving the people.
