From settling down, starting a career…

One of the effectively implemented projects is Project 1, with 4 important contents for poor households with difficulties, lacking residential land, housing, production land and domestic water. All 4 of these contents are directly related to the daily life of each person. Therefore, when there are investments and support from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2025 (National Target Program 1719), there have been clear changes, positively affecting each person.

As a household receiving support to build a house, Mr. Cut Van Cho, a Khmu ethnic group in Na Nhu village, Ta Ca commune, Ky Son district, was moved to tears: "I feel very secure. With the support of superiors to build a house, my family is very happy. My husband and I have also discussed trying to make a living to escape poverty and chase away suffering."

Mr. Cho and his wife are poor households in the village. Life in the mountainous area is hard and deprived; even though they work on the fields all year round, having a new house to settle down in is a multiplication factor that gives this young couple more motivation to chase away poverty.

In Tuong Duong district, from 2022 to 2024, more than 43 billion VND has been allocated to implement Project 1. Accordingly, 10 households in Luong Minh commune have been supported with residential land; 133 households in the whole district have been supported with housing; in 2022 and 2023, 510 households were supported with job conversion, and in 2024, steps are being taken to support job conversion for 985 households; invest in the construction of 4 centralized water works and support 567 scattered households with domestic water in the two years 2022-2023, in 2024 alone, a list of 1,210 households receiving benefits was approved.

According to preliminary statistics, in the whole province, Project 1 has carried out many important tasks, helping people settle down and start a business. Up to now, land support for 31 households in the whole phase has been completed, reaching 100% of the plan; housing support for 580/632 households in the whole phase plan, reaching 91.8% of the plan.

Localities have been reviewing and approving the subjects to support production land for 725 households in 4 districts (Ky Son, Tuong Duong, Con Cuong, Que Phong), and supporting job conversion for 1,878 households. From 2022 to present, the whole province has invested in building 34/46 new centralized water works, reaching 73.9% of the plan for the whole period; supporting decentralized water for 7,661 households.

Among many difficulties and shortages, housing is a big problem for poor households in ethnic minority areas. Daily life is hard, always in a situation of "patching up from hand to mouth"... combined with the lack of a stable place to live, a place to settle down in the true sense... making the fate of many poor people even more miserable. The preliminary figures from the implementation of Project 1 are clearly creating a new motivation and confidence for poor households in ethnic minority areas on their journey to settle down, stabilize their lives and start a business.

… to improve people's knowledge

Improving people's knowledge is always a matter of special concern to the Party and the State. Implementing the National Target Program 1719, this content is also being paid attention to. Accordingly, among the solutions and efforts to improve people's knowledge for ethnic minority and mountainous areas, the National Target Program 1719 has designed many important contents to improve people's knowledge for all classes of people in ethnic minority and mountainous areas. Specifically, thousands of people have participated in the implementation of ethnic knowledge training, vocational training, and capacity building for the community (Project 5); gender equality policy (Project 8); policy to reduce early marriage and incestuous marriage (Sub-project 2, Project 9), policy for prestigious people (Sub-project 1, Project 10) ...

Looking from Project 5, since the implementation of the National Target Program 1719 up to now, the whole province has invested in facilities and equipment for 19 ethnic minority boarding schools, general schools with students and 6 ethnic minority boarding schools, and opened 1 literacy class for 20 ethnic minority and mountainous people in Tuong Duong district.

Conducted ethnic knowledge training for 4,113 people; organized 175 vocational training support classes with 5,572 participants; organized 6 days of festivals/sessions/conferences to promote, provide career counseling, start-ups, vocational training, employment and employment support services, and work abroad with about 3,500 participants; organized 53 classes with 4,685 participants to train and improve capacity for the community and cadres implementing the National Target Program 1719 at all levels, associated with the deployment of 3 delegations, with 131 people going to study and gain experience.
