– On the morning of February 28, in Beihai City, Guangxi, China, Guangxi Zhuang Autonomous Region, China organized the Spring Meeting Program 2024 between the Secretaries of the Provincial Party Committees of 4 border provinces of Vietnam including: Ha Giang, Lang Son, Quang Ninh, Cao Bang and the Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, China.

Attending the conference, on the Vietnamese side were comrades: Nguyen Quoc Doan, member of the Party Central Committee, Secretary of the Lang Son Provincial Party Committee; Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee; Tran Hong Minh, member of the Party Central Committee, Secretary of the Cao Bang Provincial Party Committee; Nguyen Manh Dung, acting Secretary of the Ha Giang Provincial Party Committee; representatives of the Central External Relations Commission; representatives of the Ministry of Foreign Affairs; leaders of the Vietnamese Embassy in China; leaders of the Provincial People's Committee and leaders of departments, branches and sectors of the four border provinces of Vietnam.

On the Chinese side, there were Mr. Liu Ning, Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region, China; Mr. Xiong Ba, Chinese Ambassador to Vietnam; and representatives of agencies of the Guangxi Zhuang Autonomous Region, China.

Speaking at the program, the leaders of the 5 provinces/regions jointly evaluated the results of the implementation of the cooperation contents agreed upon at the Spring Meeting Program in 2023. Accordingly, they unanimously assessed that the contents of exchange and cooperation have been implemented on schedule, friendly neighborly relations continue to be maintained; political trust is constantly fostered; key areas are effectively implemented; difficulties and obstacles in the basic cooperation process are promptly coordinated and resolved.

Particularly for Lang Son province (Vietnam), in 2023, the Provincial Party Committee and Provincial People's Committee directed all levels and sectors to flexibly apply many forms of cooperation and timely exchange of information with the agencies of the same level of Guangxi, China. Thereby, cooperation activities in all fields were implemented promptly and effectively. In particular, regular cooperation promoted convenience and improved customs clearance capacity.

In order to continue promoting the achievements and overcoming difficulties and limitations in implementing agreements and cooperation plans between the 5 provinces/regions in the coming time, at the program, the Secretary of the Lang Son Provincial Party Committee proposed a number of contents such as: continuing to propose specific solutions and roadmaps and regularly directing and urging all levels and sectors to implement; continuing to consolidate and promote the existing cooperation and exchange mechanisms between Party agencies, authorities, socio-political organizations, people and businesses on both sides; continuing to focus on directing the effective implementation of key cooperation areas. In particular, priority is given to promoting the restoration, upgrading and maximizing the efficiency of customs clearance of goods at 12/12 pairs of border gates and important traditional openings between Lang Son province (Vietnam) and Guangxi Zhuang Autonomous Region (China).

Within the framework of the program, the leaders of the 5 provinces/regions agreed that in 2024 and the coming time, the provinces/regions will continue to strengthen friendly exchange activities, enhance comprehensive cooperation in all fields, thereby continuing to deepen the comprehensive strategic cooperative partnership between Vietnam and China.

At the 2024 Spring Meeting Program, the Provincial/Regional Party Secretaries signed the Minutes on building a community sharing the future of Vietnam - China; witnessed the signing ceremony of the Implementation Plan for the period 2024 - 2026 between the health departments of 4 border provinces of Vietnam and the Health and Medical Commission (Guangxi, China) on medical cooperation; the memorandum of understanding on establishing a cooperation mechanism to promote logistics services between 4 border provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China.

Key leaders of 5 provinces/regions witnessed the signing ceremony between the Health Departments of 4 border provinces of Vietnam and the Health and Medical Commission (Guangxi, China) on medical cooperation.

It is known that the Spring Meeting Program 2025 will be held in Quang Ninh province, Vietnam.
