The unified use of a single code in all transactions with the Social Insurance agency is expected to minimize errors and increase data connectivity between state management systems.
A unique code in every transaction
Vietnam Social Security has just issued Official Letter No. 1804/BHXH-QLT dated August 4, 2025 guiding Social Security agencies of provinces and centrally run cities to use personal identification codes/citizen identification numbers to replace social security codes and unit management codes. This replacement will officially be implemented from August 1, 2025.
Previously, each social insurance participant was given a unique 10-digit code, used to manage the entire process of paying and receiving social insurance, health insurance, and unemployment insurance. The code was printed on the social insurance book and health insurance card, used to look up information about the regime. When changing residence, workplace or work unit, employees still use this code without having to issue a new one.

“Replacing the social insurance code with a personal identification code/citizen identification number is an important step in the comprehensive digital transformation process of Vietnam Social Security, aiming to unify data management methods and create maximum convenience for people and businesses when carrying out administrative procedures on social insurance, health insurance, and unemployment insurance” - Director of Dong Nai Provincial Social Security Pham Minh Thanh shared.
Mr. Thanh said: In addition to changing the personal code, Vietnam Social Security also standardizes the system of codes for participating units in social insurance, health insurance, and unemployment insurance. Each unit will be given a unified management code according to the following criteria: unit identification code, type code, participant code, administrative code, and collection point code. This not only supports the Social Security agency in management, but also helps businesses and organizations coordinate more easily in declaring and paying social insurance for employees. Standardizing codes is expected to improve the efficiency of data classification, support inspection, cost monitoring, and accurately determine the benefits of social insurance participants.
Step-by-step conversion and parallel use of legacy data
According to the roadmap, by January 1, 2026 at the latest, all participants' electronic social insurance books will be integrated with VNeID accounts. The electronic version has the same legal value as the paper book, contains full data on the process of participating in and receiving social insurance, and is regularly updated on the system. This is an application developed by the Ministry of Public Security , based on the National Population Database, allowing integration and replacement of many types of personal documents such as citizen identification cards, driver's licenses, health insurance, social insurance, etc. The application helps authenticate electronic identities, reducing manual paperwork when transacting with state agencies.
Decree No. 164/2025/ND-CP of the Government issued on June 29, 2025, regulating electronic transactions in the field of social insurance and the National Database on insurance, effective from July 1, stipulates: Electronic social insurance book is a social insurance book created by the Ministry of Finance by electronic means, containing information and having legal value like a paper social insurance book; the electronic copy is issued no later than January 1, 2026. Electronic social insurance book is integrated with the electronic identification account of the individual participating in social insurance and stored and regularly updated in the electronic data management warehouse of organizations and individuals on the Administrative Procedures Information System of the Ministry of Finance, the National Public Service Portal after individuals and organizations successfully carry out electronic transactions in the field of social insurance.
Vietnam Social Security said that to date, it has verified more than 100 million citizen information in the database managed by this agency. Of these, about 91 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 99.23% of the total number of participants (excluding armed forces and military relatives) with the National Population Database.
Synchronizing and authenticating the personal identification numbers of social insurance and health insurance participants with the National Population Database has helped enrich, clean up, and standardize the databases of the two social insurance and police sectors. After completing the collection, updating, and authenticating 100% of participants with the National Population Database, Vietnam Social Security has gradually switched to using the personal identification numbers of participants instead of the social insurance codes.
To ensure uninterrupted business operations, Vietnam Social Security allows the current 10-digit social security code and the old unit code system to be used in parallel with the new system in the first phase. The industry's business software will be upgraded to handle both formats simultaneously. Data standardization will be implemented nationwide.
