At the same time, focus on accelerating and successfully implementing the Resolution of the 13th National Party Congress, Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, Resolution of the 17th City Party Congress and Resolution of the Party Congresses at all levels for the 2020-2025 term.

At the same time, prepare to organize Party Congresses at all levels for the 2025-2030 term towards the 18th Congress of the Hanoi Party Committee and the 14th National Party Congress, bringing the country and the capital into a new era, an era of national growth.

In order to best prepare conditions to serve the people of the Capital to enjoy Spring, welcome the New Year safely, healthily, economically, create new momentum and motivation, successfully carry out the tasks of work in 2025 right from the first months of the year; implement Directive No. 40-CT/TW dated December 11, 2024 of the Central Party Secretariat on organizing the Lunar New Year 2025, the Standing Committee of the City Party Committee requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels of the City to focus on leading, directing and organizing the good implementation of the following key tasks:

Firstly, strengthen solidarity and unity within the Party, great national solidarity, promote the tradition of "mutual love and support", accelerate the implementation of poverty reduction programs, eliminate temporary and dilapidated houses; actively and proactively carry out social security work, take good care of the material and spiritual life of the people in the whole city with the motto "everyone, every family has Tet", no one is left behind, especially people in difficult circumstances, people affected by natural disasters, storms and floods, remote areas still facing difficulties, workers, laborers, people who have lost their jobs...

Well implement the organization of visiting, encouraging, and wishing a happy new year to veteran revolutionary cadres, Vietnamese Heroic Mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the revolution, families of policy beneficiaries, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, and regular forces on duty during the New Year holidays in remote areas of the city center.

Second, effectively implement Plan No. 359/KH-UBND dated December 10, 2024 of the City People's Committee to carry out the emulation movement "bright, green, clean, beautiful" of Hanoi City on the occasion of Tet to ensure practical and effective propaganda, creating conditions for agencies, organizations, unions, armed forces and all classes of people to actively participate. Strictly implement the management and organization of traditional festivals according to regulations, ensure that activities of celebrating Tet, celebrating traditional days, summarizing the year, meeting at the beginning of spring, Tet tree planting... are practical, safe, economical, avoiding ostentation, formality, waste, in accordance with the civilized lifestyle, traditions, customs and good practices of the nation and the Capital, actively fight against social evils, superstitions... contributing to building elegant and civilized Hanoians.

Third, in addition to activities to care for the material and spiritual life of the people, pay attention to building events, cultural programs, festivals, trade promotion, annual foreign affairs activities, etc. to attract a large number of people, international and domestic tourists to visit and experience Hanoi to promote the image of the thousand-year-old capital, a "Safe - Friendly - Quality - Attractive" tourist destination, contributing to the development of cultural and tourism industry in the capital.

Fourth, strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize city delegations to visit and wish New Year greetings to Party committees and affiliated units; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not participate in superstitious activities; cadres and leaders at all levels only attend festivals when assigned (except for participating in personal capacity); do not use the State budget, means, and public assets against regulations for festival and entertainment activities... Strictly implement regulations on ethical standards; exemplary responsibility of cadres and party members and things party members are not allowed to do, especially the regulation on not driving vehicles after consuming alcohol or beer.

Fifth, focus on strengthening the work of ensuring national defense and security, maintaining order, social safety and safety in cyberspace. Proactively prevent, detect early, remotely, prevent and promptly and effectively handle complicated situations, avoid being passive or surprised. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events in the capital. Strengthen prevention, combat and strictly handle all types of crimes, violations of the law and social evils, especially strictly handle violations of regulations on alcohol concentration when driving vehicles. Synchronously implement solutions to inspect, closely monitor, manage the market, stabilize prices, ensure balance between supply and demand of goods and services; ensure food safety, environmental sanitation, disease prevention and control, etc.; Pay attention to urban beautification, streets, village roads, alleys, and residential areas to ensure they are bright, green, clean, and beautiful.

Proactively plan to ensure means of transporting goods, serving people and overseas Vietnamese returning home to celebrate Tet. Strengthen patrolling and control, ensure traffic order and safety; prevent and fight fires and explosions. Strictly implement regulations on the management and use of fireworks, do not let the situation of illegal use of fireworks become complicated during Tet.

Sixth, well organize activities to celebrate the 95th anniversary of the Party's founding (February 3, 1930 - February 3, 2025), the 95th anniversary of the Hanoi Party Committee's founding (March 17, 1930 - March 17, 2025) in conjunction with spring and Tet activities, creating a joyful, excited, confident and proud atmosphere in the whole society. The Propaganda Department of the City Party Committee presides over and coordinates with the Party Committee of the City People's Committee and relevant agencies to direct, guide and strengthen propaganda about the country's foundation, potential, position and prestige after 95 years under the leadership of the Party and the achievements of the Capital. Enhance the sense of responsibility and self-awareness of the people in implementing regulations on traffic safety, use of fireworks and explosives; food safety; environmental sanitation; prevention and control of natural disasters and epidemics. Actively fight against false and distorted information and viewpoints, and foil all sabotage plots of hostile forces.

Seventh, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations from the city to the grassroots level must complete the summary of work in 2024 in December 2024. Each agency and unit must review work before Tet holiday, not to delay progress. Arrange staff and employees to be on duty during Tet, promptly handle and resolve work and arising situations, not to affect the interests of businesses, organizations and individuals; strictly implement the information and reporting regime during Tet.

Agencies and organizations must ensure that they return to normal work immediately after the Tet holiday, continue to thoroughly grasp and strictly implement Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City, focusing on strongly, drastically and synchronously implementing the tasks of 2025 right from the first months of the year, especially implementing on schedule the summary of Resolution No. 18-NQ/TW, streamlining the organization of the political system to operate effectively and efficiently.

The entire political system, cadres, party members and people of the capital need to uphold the sense of responsibility, concentrate highly, and be determined to implement political tasks, ensure the maintenance of national defense, security, order and social safety in 2025 with the theme "Discipline, responsibility, action, creativity, development" to accelerate and make breakthroughs to successfully implement the goals and tasks of the entire term of the 13th National Party Congress and the 17th National Party Congress of the City, creating a solid foundation to bring the country and the capital into a new era, an era of striving to develop richly, prosperously, civilizedly and happily.
