The role and position of grassroots Party organizations have been gradually enhanced; many Party committees and organizations have proactively coordinated with business leaders to propose solutions and production and business strategies.

Deployment with many specific solutions

Resolution No. 09-NQ/TU dated February 27, 2012 of the Hanoi Party Committee on “Strengthening the work of building the Party and People's organizations in non-state enterprises in Hanoi” was issued at a time when the economy of Hanoi and the whole country, especially the production and business activities of enterprises, faced many difficulties. With high political determination, the Hanoi Party Committee focused on directing and implementing many specific solutions, achieving positive results and leading the country in the work of building the Party and People's organizations in this type of enterprise.

When Resolution No. 09-NQ/TU was first issued, many enterprises and even many Party committees were still concerned about its feasibility and difficulty in implementing it. However, with the vision and methodical and drastic approach of the Hanoi Party Committee, from promoting propaganda, raising awareness to assigning specific targets and responsibilities to each subordinate Party committee, the Resolution quickly created changes.

Accordingly, after a period of sluggish "start-up" and being reminded by the City Steering Committee, some Party committees have changed their methods, closely working with the grassroots, accompanying and removing difficulties for businesses. From there, business owners and workers can clearly see the benefits of having Party and mass organizations and voluntarily respond and participate better.

After more than 12 years of implementing Resolution No. 09-NQ/TU, the quality of Party building work at grassroots Party organizations in state-owned enterprises has been significantly improved; the role and position of grassroots Party organizations have been gradually enhanced; many Party committees and organizations have proactively coordinated with business leaders to propose solutions and production and business strategies.

Leading cadres and party members to perform and complete assigned tasks well, contributing to the building and development of increasingly stable and growing enterprises; actively participating in solving problems arising in enterprises. One of the important reasons for achieving the above results is the consensus, facilitation, and close coordination of private enterprise owners with the activities of Party organizations and unions in enterprises. However, the work of party building in Party organizations in enterprises in general and state-owned enterprises in particular still has many limitations.

In this situation, the Standing Committee of the Hanoi Party Committee issued Decision No. 5491-QD/TU on promulgating the "Model framework of coordination regulations between Party committees, Party organizations and enterprise leadership in State-owned enterprises in Hanoi". After 1 year of implementation, basically the grassroots Party organizations in State-owned enterprises have signed and issued coordination regulations; the quality of activities of Party organizations and unions has been improved; the position and role of Party committees have been promoted. Many Party organizations have affirmed themselves as the core leaders in enterprises, closely coordinating with business owners to accompany the development of enterprises.

Typically, in 2024, although the international economic and political security situation had a great impact on the economic development situation in the country as well as the capital and state-owned enterprises in the city continued to face difficulties, with high political determination, the Steering Committee of Resolution No. 09-NQ/TU of the Hanoi Party Committee from the city to the grassroots level persevered and synchronously implemented tasks and solutions. Thereby, the targets for establishing party organizations, unions and admitting party members, union members and association members exceeded the targets assigned by the City Steering Committee.

In 2024, Party committees at all levels conducted a survey of over 2,000 enterprises and non-public educational and medical establishments operating under the Enterprise Law. The survey found that 118 enterprises were eligible to establish grassroots Party organizations; 317 enterprises had 1-2 Party members. As a result, the city established 100/90 Party organizations (111.1%) and admitted 1,024/903 new Party members (113.4%). Of which, 13 new business owners were admitted to the Party.

Socio-political organizations have established 1,063/550 organizations with 128,975/35,000 union members. Of which, trade unions at all levels have established 847/350 trade unions (242%) with 122,063/30,000 union members (406.9%). Youth unions at all levels have established 216/200 Youth Union and Youth Union organizations (108%) with 6,912/5,000 union members (138.2%).

The above results show that, in the difficult context, many Party committees have flexibly adapted, proactively implemented processes and procedures and achieved the goal of admitting Party members and establishing new Party grassroots organizations. At the same time, Party work in SOEs continues to focus on consolidating and improving the leadership capacity and fighting strength of Party grassroots organizations. Thereby, it has significantly contributed to helping enterprises develop strongly and overcome difficulties.

Creating a bridge between business and government

Assessing the implementation of Resolution 09-NQ/TU as a new and very difficult task, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that to implement it requires high determination, perseverance, and persistence in finding practical solutions. Up to now, after more than 12 years of implementation, it can be affirmed that Resolution 09-NQ/TU is correct, hitting the core issue; correct in both theory and suitable for the practical situation of the Capital.

According to the Standing Deputy Secretary of the City Party Committee, developing grassroots Party organizations and unions in state-owned enterprises is a difficult task, but in the context of many difficulties facing enterprises as at present, this is a very important task to do. Therefore, it is necessary to persevere in implementing it and be very flexible, with many different solutions, suitable for each type and different conditions of enterprises.

In addition, continue to do better propaganda work in many diverse and rich forms, first of all for business owners. Thereby, to help business owners see that establishing a grassroots Party organization or mass organization is to accompany the sustainable development of the business; to accompany the care and protection of the legitimate rights and interests of business owners as well as employees.

In addition, the fundamental and important issue for sustainable and long-term development is that the city must continue to improve the investment environment; promote digital transformation to practically and effectively support businesses.

Regarding the implementation of the model framework of coordination between Party committees, grassroots Party organizations and the Board of Directors of State-owned enterprises in Hanoi, the Standing Deputy Secretary of the City Party Committee assessed that this is one of the solutions to improve the quality of Party cell activities, improve the quality of Party members, improve the leadership capacity and fighting strength of grassroots Party organizations; and strengthen the leadership of Party committees over mass organizations in enterprises. However, the implementation process needs to ensure the harmony of interests.

The Standing Deputy Secretary of the City Party Committee also requested the government as well as the city's mass organizations to increase support activities and care for the material and spiritual life of workers in the entire city. At the same time, continue to strengthen dialogue and exchanges with enterprises in general, especially enterprises with grassroots Party organizations, trade unions, and youth unions. Thereby, regularly listen to thoughts and aspirations, and resolve difficulties within the authority that the city can resolve. From there, create a bridge between enterprises and the government and city leaders, to promptly grasp and resolve difficulties in practice.
