The viewpoint of the leaders of the Ho Chi Minh City People's Committee in evaluating work efficiency and paying additional income to officials and civil servants is accurate, objective, and fair; not equalizing, favoritism, or bias.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has just directed agencies, units and localities to implement regulations on evaluating and classifying quality according to work efficiency and spending additional income according to Resolution 08/2023 of the City People's Council.

Accordingly, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested heads of agencies and units within the scope of application of Resolution 08, based on the regulations on assessment and classification of cadres, civil servants and public employees issued by the Ho Chi Minh City People's Committee, to urgently research and develop regulations on assessment and classification of quality according to work efficiency for cadres, civil servants, public employees and workers at agencies and units.
Agencies and units specify assessment criteria suitable to the characteristics and conditions of the industry, field and the operating situation of the agency or unit within their authority.
At the same time, the organization of the assessment, classification of quality and payment of additional income for cadres and civil servants must ensure accuracy, objectivity, seriousness, fairness, openness and transparency. Absolutely do not allow the situation of equalization, favoritism and bias to occur.
The Chairman of the Ho Chi Minh City People's Committee also requested agencies and units to promote digital transformation and apply information technology at the highest level in the implementation of tasks, public service activities, and in the assessment and classification of quality.
Ensure that the results of quality assessment and classification accurately reflect the performance of cadres, civil servants and employees.
Along with that, agencies and units regularly inspect and supervise the assignment of tasks, arrangement of professional work and organization of quality assessment and classification at agencies, organizations and units under their management.
As well as having timely measures to resolve and handle the responsibility of leaders and related individuals and organizations if there are violations, complaints and denunciations.
The Department of Home Affairs is assigned to coordinate with relevant agencies and units to regularly organize inspections, checks, and supervision of the implementation of the above regulations and promptly advise the Ho Chi Minh City People's Committee to consider and handle responsibilities for organizations and individuals who violate the regulations.
