The national target program for socio-economic development in ethnic minority and mountainous areas for the 2021-2025 period has completed and exceeded 6/9 target groups, notably the poverty reduction target in ethnic minority areas, the per capita income target has increased significantly and exceeded the plan, the quality of access to quality services such as education, health care, development resources has been better and more equal, the material and spiritual life of people in ethnic minority and mountainous areas has been significantly improved compared to before. This is an important, fundamental result, very commendable in the context of the 2021-2025 period with many difficulties and challenges such as the COVID-19 pandemic; the world political situation has many fluctuations; trade wars, the world market has many instabilities; Natural disasters and floods have caused serious damage to people and property, especially in ethnic minority and mountainous areas. In that context, implementing the correct direction of the Politburo, the Party Central Committee, the National Assembly and the Government have paid special attention to the development of ethnic minority and mountainous areas. At the same time, the Central Steering Committee, the Ministry of Ethnic Minorities and Religions, all levels, sectors, people, soldiers and the entire political system have taken strong and synchronous actions, with a high spirit of determination, not afraid of hardship.

Therefore, the Phase I Program has achieved very important initial results, creating a solid foundation for the next phase, including: (1) The Program is a major policy, identifying very accurately and hitting specific target groups; (2) The content of the Program is in line with the Party's will and the people's will; (3) The Program is a major decision, demonstrating the major policy of the Party and State that policies go hand in hand with the budget; (4) Appropriate organizational solutions, implementing policies combined with propaganda, mobilizing ethnic minorities to participate; (5) The Program is approved by the people, supported by businesses, the army and police have actively participated, creating good results; (6) Access to education , health care, culture - society in ethnic minority areas is increasingly more equal; (7) Development is more inclusive, comprehensive, and sustainable; (8) The material and spiritual life of people in ethnic minority and mountainous areas is improved.

In addition to the achieved results, the organization and implementation of the Program still has some limitations and shortcomings such as: The Program is still fragmented, divided, lacking focus and key points; decentralization and delegation of power are not thorough; administrative procedures are still cumbersome; the proactiveness, positivity, self-reliance and self-reliance of a part of the people are not high, there are still many potential risks of falling back into poverty...

Creating conditions for ethnic minorities to rise up and become sustainably rich

The Prime Minister sets the general goal for the Program in the coming time as follows: To concretize the Party's guidelines and policies, the State's laws and policies, the leadership and direction of the Politburo, the Secretariat, the National Assembly , and the Government to improve the material and spiritual life of people in ethnic minority and mountainous areas, in the spirit of each year being higher than the previous year, each term being higher than the previous term, and each period being higher than the previous period.

Create a movement and trend for people in ethnic minority and mountainous areas to be self-reliant, self-reliant, rise up to escape poverty, and become rich legitimately from their own hands, minds, land, and sky.

Specific goals need to be carefully calculated, including ensuring equal access to education, health care, culture and society, and the country's resources; creating more jobs and livelihoods for people to escape poverty and become rich sustainably; goals must be practical, feasible, easy to check, easy to monitor, easy to understand, easy to do, easy to evaluate with the spirit of not leaving anyone behind in the country's development process.

Increase 10-15% resources for the Program

With the above goal, the Prime Minister requested ministries, branches and localities to continue to raise awareness: Investing in ethnic minority and mountainous areas is investing in development, not only is it one's responsibility and noble duty but also the sentiment and command of the heart, with national love, compatriotism, sharing, and noble humanity to do everything for the people, speak the truth, do the truth and be truly effective, so that no one is left behind.

Continue to improve institutions, mechanisms, and policies according to the Party's guidelines, the State's laws, and the implementation of Party committees at all levels, the government, the Fatherland Front, and socio-political organizations. Maintain the independence of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; ensure equality but pay special attention to vulnerable ethnic minorities.

Prioritize resource allocation for the Program in the 2026-2030 period, increasing by about 10-15% compared to the 2021-2025 period. Mobilize central, local and other legal capital sources to implement the Program.

Design and implement the Program in the spirit of: Assigning localities to decide, localities to do, localities to take responsibility; The Central Government mainly performs the tasks of inspection, supervision, and allocation of legal resources and focuses on building mechanisms and policies on creating jobs and livelihoods for people; implementing the goal of equal access to health care, education, culture - society, especially primary health care and preventive medicine; education focuses on building and synchronously completing schools, including building and completing the system of ethnic boarding schools in communes in ethnic minority areas, in sync with the construction of 248 schools in border communes that are being implemented; paying attention to human resources, prioritizing investment in training medical staff, doctors, and teachers; allocating resources to develop transport infrastructure, irrigation, electricity, water, telecommunications, ensuring sustainability in the development of communes and villages in ethnic minority and mountainous areas.

Building a policy mechanism for community development

The Prime Minister requested the development of policies and mechanisms to develop community linkages, linkages between ethnic minority communities and Kinh ethnic communities, the formation of cooperatives and enterprises, and the development of household businesses into enterprises, small enterprises into large enterprises. Focus on the development and application of science and technology, innovation and digital transformation.

Design a program that invests in infrastructure projects associated with climate change adaptation and natural disaster prevention for ethnic minority and mountainous areas. Develop practical, specific social security policies that closely follow the actual situation. Continue to effectively implement the 1 million hectare high-quality, low-emission rice program in the Mekong Delta.

Linking socio-economic development with ensuring national security and defense, building a solid national defense posture, a people's security posture, and a solid people's hearts posture. Promoting the effectiveness, pioneering spirit, exemplary character, and prestige of village elders, village chiefs, prestigious people, and religious dignitaries in ethnic minority and mountainous areas. Investing in the budget to carry out tasks assigned by the Party and the State.

Building priority credit packages

At the same time, the Prime Minister requested that there must be a priority investment policy to implement the "four pillars" Resolutions of the Politburo (Resolution 57 on promoting science, technology and innovation, Resolution 59 on proactively integrating deeply into the international community, Resolution 66 on comprehensive innovation in law-making and enforcement, Resolution 68 on private economic development). This is determined to be the basis and premise for ethnic minority and mountainous areas to join hands, unite, overcome all difficulties, turn aspirations into actions, turn potential into practical strength, and enter a new era of national development with the country.

Promoting, preserving and developing the culture imbued with the identity of ethnic groups, in which preserving the writing, language and national culture is an important issue, contributing to the development of the cultural industry and entertainment industry; turning culture into a resource, turning heritage into assets, into endogenous strength so that compatriots and people can enjoy from their own culture.

Develop a priority credit package (led by the State Bank), and at the same time have policies on fiscal policy, land access, tax, fee and charge reduction. Combine both monetary and fiscal policies to help ethnic minorities and mountainous areas escape poverty sustainably and become rich legitimately.

Restructure the Program content in a focused direction

The Prime Minister requested the Ministry of Ethnic Minorities and Religions to preside over and coordinate with ministries and central agencies to urgently advise on restructuring the content of the National Target Program on Socio-Economic Development of Ethnic Minority Areas for the 2026-2030 period in the direction of focusing on investment content with focus and key points, identifying specific, clear, easy-to-understand, easy-to-implement, and highly effective regulations; urgently submit to the Government the dossier of the Decree stipulating criteria for delimiting ethnic minority and mountainous areas for the 2026-2030 period for promulgation in August 2025.

The Ministry of Finance advises and arranges sufficient resources to implement Phase II of the Program, ensuring the Program's set objectives.

Ministries, agencies in charge of projects and sub-projects of the Program: based on the content of Conclusion No. 177-KL/TW dated July 11, 2025 of the Politburo and the Secretariat on continuing to build the organization and operation of administrative units at 02 levels to ensure smoothness and efficiency; Official Dispatch No. 110/CD-TTg dated July 17, 2025 of the Prime Minister on continuing to focus on implementing the Resolutions of the Central Committee, Conclusions of the Politburo and the Secretariat on reorganizing the apparatus and administrative units; to continue to synchronously and effectively deploy, strive to complete the tasks and objectives of the Program. Guide localities to correctly and fully understand and effectively organize the implementation of the contents of the Program.

The People's Committees of provinces and centrally run cities direct communes to actively review and urgently organize the implementation of projects and sub-projects of the Program in the communes after the merger; speed up the disbursement progress of projects and sub-projects that have been and are being implemented to strive to complete all objectives of Phase I of the Program; urge communes, villages, and hamlets to evaluate and propose investment needs for the contents of the Program Phase II from 2026 to 2030...
