Chairman of Thua Thien Hue Provincial People's Committee Nguyen Van Phuong reported at the meeting.

Reporting to National Assembly Chairman Tran Thanh Man and the working delegation, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong said that in 2024, the whole province had 13/15 main targets achieved and exceeded the set plan, of which the economic growth rate reached 8.15%. Average income per capita reached 2,840 USD. Total state budget revenue reached nearly 13 trillion VND. The service sector grew by 7.9%, the total number of tourists to Hue reached over 4 million. Hue Festival continued to affirm the position and brand of Hue - the Festival City. Resolution No. 38/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies has created conditions for Hue to maximize resources to invest in urban infrastructure, restore and preserve heritage, and develop sustainable socio-economy.

According to Mr. Nguyen Van Phuong, the establishment of Hue city under the Central Government, up to now, the locality has basically completed the arrangement and consolidation of the political system organization in the administrative units formed after the arrangement and merger, ensuring the stability of the organization to immediately meet the requirements of the tasks in the new situation, without leaving any vacancy or interruption of work.

At the meeting, the members of the delegation highly appreciated the socio-economic development results that Thua Thien Hue province has achieved in recent times; expressed their joy at the growth rate of Thua Thien Hue province. After nearly 3 years of implementing Resolution No. 38 of the National Assembly with 6 specific policy groups related to financial management, the state budget has contributed to creating a "push" in socio-economic infrastructure investment in the area.

Hue City is directly under the Central Government from January 1, 2025.

In particular, Thua Thien Hue province has made great efforts and coordinated with competent authorities to submit to the National Assembly for approval the Resolution on the establishment of Hue City under the Central Government, and the National Assembly Standing Committee to approve the Resolution on the arrangement of district and commune-level administrative units of Hue City in the period of 2023-2025. These Resolutions mark new development milestones, opening up new opportunities for the locality to continue to develop.

The members of the working group also noted that Hue needs to frankly recognize its position on the national development map, especially in the coming time when it becomes a centrally-governed city, Hue's development is not only for Hue but also for the whole country. Therefore, Hue must have more drastic solutions in development, demonstrated in 2025 and in the construction of documents for the Hue City Party Congress for the 2026-2030 term and specific goals and targets in the coming time. The government needs to focus on improving the average income per capita for the people, improving the lives of A Luoi district, which has just escaped poverty. Localities need to focus on mobilizing resources to invest in education, preserving culture and promoting heritage values.

The members of the working delegation also noted some difficulties and challenges of Hue such as: the economic scale is still small, the total GRDP is estimated at 80,960 billion VND; the average GRDP per capita is only 68.6 million VND (more than 2,840 USD), while the whole country at the end of 2024 was nearly 4,469 USD; Hue's growth rate is still modest; domestic revenue reached 11,336 billion VND, exceeding the estimate, but still low compared to the potential.

Concluding the meeting, National Assembly Chairman Tran Thanh Man commended and highly appreciated the achievements of Thua Thien Hue province in recent times, especially in socio-economic development, improving people's lives, and preserving heritage.

In particular, the National Assembly Chairman was very impressed by the efforts of the Party Committee, government and people of Thua Thien Hue in the journey to become the 6th centrally-run city of Vietnam.

The National Assembly Chairman congratulated Hue on becoming a centrally-governed city and emphasized that this result is a testament to the efforts and struggles of generations of cadres, leaders and people of Thua Thien Hue over the past nearly 30 years.

Hue has many potentials and strengths to continue to develop more strongly. In particular, Hue is a land of talented people, an ancient capital, containing the quintessence of the Vietnamese people.

Agreeing with the opinions of the members of the Working Group on the difficulties and challenges of Hue, the National Assembly Chairman suggested that Hue City must be more determined and resolute. Hue must set a target of double-digit economic growth, implementing the orientation in Resolution No. 54 of the Politburo to become a large and unique center of Southeast Asia in culture, tourism and specialized healthcare.

The National Assembly Chairman also pointed out, "Resolution No. 54 of the Politburo and Resolution No. 38 of the National Assembly have opened up many things for Hue. The Resolution of the Politburo has clearly defined the goals. Resolution No. 38 of the National Assembly also has up to 6 specific mechanisms and policies for Thua Thien Hue, but why are the results still modest? What are the subjective reasons? What are the objective reasons? Have we done it thoroughly? There is determination, resoluteness, and resolve but there is no determination to do it, no products, so which industry or field does it belong to? We must evaluate very carefully".

After this meeting, the National Assembly Chairman requested the Economic Committee to have an in-depth meeting with Hue's departments and branches on the implementation of specific mechanisms and policies in Resolution No. 38 of the National Assembly to see which mechanisms and policies have not been implemented or have not been implemented effectively. Along with that, the locality must also focus on analyzing and carefully evaluating the advantages to continue promoting them; at the same time, the causes of limitations must be clarified, especially subjective causes, to be overcome.

“For example, has administrative reform been appropriate? Are the cadres dedicated, capable, qualified and capable enough to meet the requirements of new tasks? Or how many of our cadres are proficient in digital transformation? What kind of consultants are needed, where, in what fields to implement digital transformation locally... Now, farmers in many localities have sold products in their gardens and fields using smartphones. Science and technology are developing rapidly, whether we can keep up or not depends on the capacity and qualifications of our cadres,” the National Assembly Chairman noted.

“Regarding the specific mechanism according to Resolution No. 38/2021/QH15 dated November 13, 2021 of the National Assembly on piloting specific mechanisms and policies for the development of Thua Thien Hue province, which has been approved by the National Assembly, the Economic Committee is requested to have an in-depth meeting with Hue city. It is necessary to clearly analyze objective and subjective factors, evaluate what has been done and what has not been done, what has not yet had specific products for careful calculation,” emphasized National Assembly Chairman Tran Thanh Man.

National Assembly Chairman Tran Thanh Man suggested that the central government of Hue city promote administrative reform, apply science and technology, and digital transformation. Hue needs to do better in planning and pay attention to preserving the ancient capital's culture.

Organize the apparatus to be streamlined, effective and efficient

Regarding the key tasks of 2025, the National Assembly Chairman also requested Hue to focus on summarizing the implementation of Resolution No. 18 of the Central Committee with a very determined spirit to arrange the apparatus to be streamlined, effective, efficient and effective.

The National Assembly Chairman noted that the central government will arrange the local authorities in the same way. In addition to the departments and branches that are being arranged, the departments and branches that are not subject to the arrangement must also review and arrange their internal apparatus, ensuring that the apparatus is no longer cumbersome and the staffing is not "bloated". We must be sure of what we do, do well in ideological work, organizational work, and personnel work so that after the arrangement of the apparatus, it will be truly streamlined, efficient, effective, and efficient. Regarding the implementation of Resolution No. 18-NQ/TW of the Party Central Committee, it is necessary to take serious and drastic measures, not to interrupt work, and to pay attention to resolving policies for workers after the rearrangement. At the same time, it is necessary to pay attention to removing difficulties and obstacles in local socio-economic development, especially difficulties and obstacles in public investment, investment, budget finance... which have been amended and supplemented by the National Assembly, and issued Resolutions to remove at the recent Seventh and Eighth Sessions.

The National Assembly Chairman requested Hue to promptly and proactively issue documents within its authority to implement the laws and resolutions passed by the National Assembly. The Central Government, the National Assembly, and the Government expect 2025 to be the year to remove economic and social bottlenecks and obstacles. Therefore, Hue City must be proactive and take shortcuts. When the Central Government has a policy, the National Assembly has a Law, a Resolution, the Government has a Decree, and detailed regulations, the locality will also implement it immediately, thereby attracting foreign investment resources, domestic investment, and public investment disbursement to stimulate private investment... to have more resources for development.

The National Assembly Chairman also asked Hue to speed up the implementation of three national target programs on poverty reduction, new rural construction and socio-economic development in ethnic minority areas; pay attention to ensuring social order and safety, and repelling social evils...

In particular, it is necessary to invest more heavily in science, technology, education and training. On December 22, 2024, the Politburo issued Resolution No. 57 on breakthrough development in science, technology, innovation and national digital transformation. The Politburo will also organize a conference to disseminate this Resolution.

Hue develops economy while preserving cultural heritage.

Acknowledging the recommendations of the provincial leaders, the National Assembly Chairman requested that the locality closely coordinate with relevant ministries, branches and committees of the National Assembly to have specific Projects and Reports, especially proposals to amend Resolution No. 38 of the National Assembly, which mechanisms, issues and directions should be amended. Along with that, it is necessary to propose breakthrough mechanisms and policies, especially for Hue City to develop strongly in the coming time.
