On the afternoon of October 18, at the Party Central Committee Headquarters, the Organizing Subcommittee for the 14th National Party Congress held its second meeting. Comrade Luong Cuong, Politburo member, Standing member of the Secretariat, Head of the Subcommittee chaired the meeting.

At the conference, after listening to the report of the Standing Committee of the Subcommittee, the delegates discussed the following contents: Results of the implementation of the Plan to organize and serve the 14th National Party Congress and the Conclusion of the Head of the Subcommittee on the assignment of tasks to organize and serve the 14th National Party Congress at the first meeting; Draft Report to the Secretariat asking for opinions on a number of issues on organizing and serving the Congress such as: Venue of the Congress, guests of the Congress, places to eat and stay for delegates attending the Congress, and estimated budget for organizing and serving the Congress.
Delegates also discussed the Plan for propaganda of Party Congresses at all levels and the 14th National Party Congress; the Plan for establishing and operating the 14th National Party Congress Press Center; and proposed innovative application of information technology in organizing and serving the 14th National Party Congress.
Through discussion, many opinions said that although the work of organizing to serve the Party Congress is not new and has had much experience from previous Congresses, it now requires higher requirements and a larger scale to suit the new situation, requiring agencies to focus on urgently implementing tasks with high responsibility. Agencies also need to actively and proactively deploy coordination work to ensure that tasks are implemented effectively, quickly, and avoid overlap.
Delegates highly agreed on the need to promote the application of information technology in organizing the Congress, especially sending soft copies of reports and documents to delegates instead of printed copies, deploying vote counting software, etc.

In his concluding remarks, Comrade Luong Cuong highly appreciated the Standing Committee and the Working Group of the Subcommittee, the Party Central Committee Office, and relevant agencies for closely following the spirit and conclusions of the first meeting of the Subcommittee, proactively developing plans, and actively coordinating the work of preparing for the Congress. Basically, the preparation work was carried out on schedule, ensuring the requirements.
He emphasized that the time from now until the Congress is not long, while many tasks must be implemented immediately, so agencies and units need to be more proactive and active; continue to review and implement assigned tasks to preside over or coordinate implementation, avoid missing work, delay work, ensure that the organization and service work for the Congress is on schedule, with quality, efficiency, thoughtfulness, economy, innovation, creativity and absolute safety.
The Standing Member of the Secretariat affirmed that the quality and effective implementation of the organization and service work for the Congress by each agency and unit will contribute significantly to the success of the Congress. 14th Congress of the Party. Therefore, it is recommended that the members of the Subcommittee proactively urge and coordinate with relevant agencies to implement the assigned tasks of their agencies and units.

The contents of comments at today's meeting need to be completed soon to submit to the Politburo and the Secretariat for comments and implementation. Specifically, agreeing on the location of the 14th National Party Congress to conduct inspections, repairs, upgrades, and ensure the quality of service for the Congress; agreeing on guests attending the Congress; accommodation for delegates attending the Congress... Promoting the application of information technology in organizing the Congress requires attention, with plans to train and support delegates, especially those from ethnic minorities. The work of protecting the Congress must be carried out carefully, with proactive plans to ensure absolute safety. Regarding the propaganda work for the Congress, the Central Propaganda Department will take the lead in developing a plan and propaganda content based on a firm grasp of the reality and information needs of the people; in which, focusing on propaganda before, during and after the Congress; the content and forms of propaganda must be rich, diverse, creative, and suitable for all audiences. Create conditions for reporters to work to serve the Congress's propaganda, ensuring the duration, quality and effectiveness of propaganda.
