Born from the revolutionary struggle of the working class and people of all ethnic groups in the Mining Region, the Quang Ninh Public Security Force has fought, built and grown, accompanying the development of the province, making many achievements in the cause of protecting national security. Over the past 79 years, continuing and promoting the glorious tradition of the Public Security Force in general, the Quang Ninh Public Security Force has always proactively grasped the situation, concentrated forces and preventive measures, and fought against all types of crimes; effectively performed the function of state management of security and order in the area; directed the timely resolution of key and urgent issues.

Maintain proactive security

With the motto "Proactive security", Quang Ninh Police always do a good job of grasping, forecasting, analyzing, identifying, and accurately assessing the situation. The police force has gained the attention and leadership of Party committees and authorities at all levels, the coordination and support of agencies, departments, branches, socio-political organizations, and the armed forces in ensuring security and order and building the People's Public Security force. At the same time, it has improved the quality and effectiveness of professional measures in the fight to protect national security, prevent crimes, and manage state security and order.

In Cam Pha City, there are currently nearly 100,000 workers, more than 260 foreigners (from 26 countries and territories), many ethnic minorities, mainly from the Northwestern and Northeastern provinces, coming to work and live. Recently, on social networks, there have appeared a number of closed groups specializing in posting conflicting content, with members mainly being mine workers, sharing about life, regimes, policies, salaries, emulation, discipline, frustrations in the work process... These are potential risks to the security situation of workers, and are also opportunities for hostile forces to take advantage of distortion and sabotage if not identified and prevented in time.

In order to proactively prevent and handle from a distance and early on complicated incidents related to worker security, the People's Security Team of Cam Pha City Police has advised the leaders of the City Police to direct professional teams, police of wards and communes to strengthen the work of grasping the situation on cyberspace, promptly advise leaders at all levels, coordinate with functional departments and offices to handle related issues, ensuring that no complicated incidents of security and order related to workers arise. At the same time, organize legal propaganda sessions to promptly grasp and answer questions, concerns and aspirations of workers regarding salary regimes, working conditions, etc. Thanks to that, the security and order situation in the city has always been maintained, with no incidents of workers striking, going on strike, disturbing security and order, forming illegal religious groups and activities.

Always taking the initiative, preventing early and from afar risks of insecurity and disorder is a common task that the public security forces of the whole province have effectively implemented since its establishment. Public security officers of units and localities have done a good job of grasping the situation; regularly organizing propaganda, disseminating laws, plots, and activities of hostile forces in all forms. At the same time, always being close to the people, closely attached to the people, thereby grasping all thoughts and aspirations of the people to promptly advise local Party committees and authorities to resolve arising incidents, not allowing bad elements to take advantage; consolidating a solid people's security posture.

The provincial public security forces have always proactively implemented plans and measures to ensure security and safety for all important political and social events taking place in the area; fought to defeat all plots and sabotage intentions of hostile and reactionary forces, maintained national security, contributed to maintaining socio-political stability, and created a favorable environment for socio-economic development. The work of ensuring economic security, internal political security, information and communication security, network security, and social security has been strengthened. Thanks to that, Quang Ninh has not had any hot spots in terms of security and order; political and cultural events, key targets and projects of the province have been absolutely protected.

Maintain site security

In the process of building, fighting and growing, the Provincial Police Department focuses on creatively applying the Party's viewpoints and guiding thoughts, innovating methods of fighting and preventing crimes, focusing on effectively fighting new types of crimes and non-traditional crimes.

In the late 90s of the last century, Quang Ninh was a very complicated area in terms of drug abuse, causing serious consequences, many families were broken up. The fight against drug crimes during this period focused on solving the situation of drug addicts, drug abuse directly affected young people. Entering the early years of the 21st century, the drug situation changed in a more dangerous direction. In addition to drug users, Quang Ninh also became a transit area for drugs in both directions. During this period, a series of major projects were discovered by the Provincial Police, destroying many transnational drug rings, typically projects 408P and 006N. These are two typical projects nationwide in terms of seizing large amounts of drugs and arresting and searching for a large number of suspects. Up to now, Quang Ninh is only a small-scale drug consumption and trafficking area; Currently, 34 commune-level areas are drug-free, and 4 districts are drug-free (Binh Lieu, Ba Che, Co To, Dam Ha). According to the roadmap, by 2025, Quang Ninh aims to complete 105 "drug-free communes, wards, and towns" and maintain 4 "drug-free districts".

Lieutenant Colonel Vu Truong Thi, Captain of the Major Crimes Team (Criminal Police Department, Provincial Police), said: In recent years, the criminal situation in the province has decreased compared to previous years, especially major crimes; there are no more criminal gangs or hotspots operating. The shift in crime is due to the determination of the functional forces, especially the police, right from the prevention work, to promptly apprehending the subjects. The unit has sent scouts to the area to apprehend the subjects. In recent years, Quang Ninh Police has achieved a 100% rate of investigating major crimes and arresting criminals, without any major crimes in the province. This is also a way to deter criminals.

The provincial police focus on political education, enhance the role, responsibility, and working style; fight to prevent and prevent signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; promote campaigns and emulation movements in many practical and creative forms, suitable to the actual situation of the province. At the same time, focus on building a regular, elite, and modern force, focusing on spearhead forces, allocating investment resources to a number of forces to advance straight to modernity by 2025 in the spirit of Resolution No. 12-NQ/TW (dated March 16, 2022) of the Politburo. This is also a solution to implement the Resolution of the 13th National Party Congress and the Resolution of the 15th National Party Congress of the provincial Party Committee, effectively serving the cause of local socio-economic development; Contribute to the goal of achieving Quang Ninh becoming a typical province of the country in all aspects by 2030, a model province of wealth, civilization and modernity.
