The completion date is before July 30, 2025.
Before May 20, 2025, the Government Office shall preside over and coordinate with relevant ministries and branches to issue guidelines on the division of tasks, powers, and administrative procedures from the district level to the provincial level and down to the commune level, and resolve matters related to organizations and individuals before, during, and after the arrangement of administrative units and the implementation of the two-level local government organization model.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to develop a Government Decree on the application of specific regimes and policies for administrative units after the rearrangement (highland, border, island areas, etc.); regimes and policies for cadres, civil servants, public employees, and workers affected by the rearrangement of administrative units. Completion date is before May 31, 2025.
Before April 25, 2025, the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to issue guidelines on selecting locations, arranging working offices, conditions to ensure the operation of People's Councils, People's Committees, agencies and units; managing, using and handling public housing after administrative unit rearrangement.
The Ministry of Finance shall preside over and coordinate with relevant ministries and branches to issue guidelines on the management, use and handling of assets and working headquarters of agencies, units and organizations in the political system when not organized at the district level; on the management, handover, receipt and use of assets of affiliated agencies and units before, during and after the administrative unit arrangement; on the management and handling of headquarters and surplus assets after the administrative unit arrangement. Completion date is before April 25, 2025.
Before June 30, 2025, the Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to issue regulations (guidance) on the use of seals of People's Councils and People's Committees at the commune level, seals of organizations and enterprises... after the reorganization of commune-level administrative units in the direction that agencies, units and organizations continue to use the seals of People's Councils and People's Committees of one of the commune-level administrative units, seals of organizations and enterprises... before the reorganization of commune-level administrative units, not at the district level; only engrave and change new seals after the reorganization of provincial-level administrative units.
Regarding the implementation of merging provincial-level administrative units, not organizing district-level units, merging commune-level units, organizing two-level local governments; clearly defining the tasks, authorities, and responsibilities of provincial-level and commune-level governments..., the Deputy Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to submit to the National Assembly the draft Law on Organization of Local Government (amended) before May 5, 2025.
Before May 5, 2025, the Government Inspectorate shall preside over and coordinate with relevant ministries and branches to submit to the National Assembly amendments and supplements to the Law on Inspection, including the content of reorganizing the inspection system.
The Government Inspectorate shall preside over and coordinate with relevant ministries and branches to issue guidelines on the completion of district-level inspections; and arrange and reorganize organizations under provincial-level inspections in accordance with the Project on Arranging the inspection agency system to be streamlined, strong, efficient, effective, and efficient in line with the arrangement of provincial-level administrative units.
