Strengthening solutions to manage credit growth in 2024

In Official Dispatch No. 32/CD-TTg dated April 5, 2024, Prime Minister Pham Minh Chinh requested the State Bank of Vietnam to urgently, resolutely, effectively and promptly implement credit growth solutions; direct state-owned commercial banks to immediately study the development and provision of credit packages for social housing buyers with terms of up to 15 years, with preferential interest rates lower than normal commercial loans.

The Prime Minister requested to strengthen urgent measures to prevent and fight forest fires.

Deputy Prime Minister Tran Luu Quang signed Official Dispatch 31/CD-TTg dated April 4, 2024 of the Prime Minister on proactively strengthening urgent measures to prevent and fight forest fires.

In particular, the Prime Minister requested the People's Committees at all levels and relevant agencies to: strictly implement the responsibility of managing forest fire prevention and fighting, strengthen inspection and supervision of forest fire prevention and fighting, consider this a key task, absolutely not be subjective, negligent, or lose vigilance. Have specific and detailed plans, arrange permanent forces at checkpoints and stations to strictly control people entering and exiting forest areas at high risk of fire; Review and make a list of forests at high risk of fire, especially focusing on forests in the North affected by the recent severe cold spell, creating a large layer of combustible materials in the forest.

Urgently overcome the consequences and investigate the cause of the mine accident in Quang Ninh

Prime Minister Pham Minh Chinh signed an official dispatch requesting relevant units to urgently clarify the cause and overcome the consequences of the methane gas fire at Thong Nhat Coal Company - TKV, Cam Pha City - Quang Ninh Province.

Prime Minister Pham Minh Chinh issued Directive No. 11/CT-TTg dated April 1, 2024 requesting to strengthen the implementation of measures to prevent and combat heat waves, drought, water shortages, and saltwater intrusion.

In particular, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities, especially those in the Central region and the Mekong Delta, to direct local authorities to: Closely monitor developments and forecasts on weather, meteorology, hydrology, water resources, and saltwater intrusion; inventory and grasp information on water resources in the area to update plans and strategies for preventing and combating heat waves, droughts, water shortages, and saltwater intrusion in the locality in accordance with water source scenarios. Organize propaganda and instruct people to proactively and flexibly store fresh water, use water economically and effectively, and thoroughly prevent loss and waste of fresh water resources.

Comply with the direction and guidance of the Ministry of Agriculture and Rural Development and relevant ministries and branches to promptly and effectively implement solutions to prevent and combat heat waves, droughts, water shortages, and saltwater intrusion; in case of water shortages that cannot meet the needs of use, priority must be given to providing enough water for daily life, irrigation of perennial crops with high economic value and other essential needs; effectively operate irrigation systems and works to get water, proactively store water to ensure meeting the minimum demand for irrigation water for crops when there is a water shortage, and limit damage to production and business, especially agricultural production.

9 types of dangerous goods

The Government issued Decree No. 34/2024/ND-CP stipulating the List of dangerous goods and transportation of dangerous goods by road motor vehicles and inland waterway vehicles.

Decree 34/2024/ND-CP clearly states: Dangerous goods are goods containing dangerous substances that, when transported by road or inland waterway, can cause harm to human life, health, the environment, safety and national security.

Depending on chemical and physical properties, dangerous goods are divided into 9 types and groups.

New regulations on awarding the titles "People's Teacher" and "Excellent Teacher"

The Government issued Decree 35/2024/ND-CP regulating the awarding of the titles "People's Teacher" and "Excellent Teacher".

Specifically, the subjects of application are teachers, educational managers, educational researchers including:

+ Teachers and managers at educational institutions are responsible for caring, nurturing, educating (generally called nurturing), and teaching in educational institutions according to the provisions of the Law on Education;

+ Management staff performing management duties at educational management agencies according to the provisions of law (collectively referred to as management staff at educational management agencies);

+ Educational researchers are responsible for research on educational science and training, vocational education;

+ Teachers, managers at educational institutions, managers at educational management agencies, educational researchers who have retired under the social insurance regime between two consecutive award consideration times and the award consideration year;

+ Teachers, managers at educational institutions, managers at educational management agencies, and educational researchers who have retired under the social insurance regime continue to be teachers, lecturers, and permanent managers at non-public and private educational institutions.

Continue to reduce the national average of at least 10% of public service units

The Government issued Resolution No. 38/NQ-CP dated April 2, 2024 promulgating the Government's Action Program to implement Conclusion No. 62-KL/TW of the Politburo on implementing Resolution No. 19-NQ/TW of the 12th Party Central Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

The action program strives to achieve specific targets by 2025, continuing to reduce the national average of at least 10% of public service units compared to 2021, ensuring that public service units after the rearrangement must have a suitable organizational structure, a staff structure associated with job positions, advanced management methods, increased application of information technology, science and technology; operational efficiency is assessed based on products and work results.

The Government gives opinions on 3 draft laws and 1 proposal to build a law.

The Government issued Resolution No. 42/NQ-CP dated April 4, 2024. Special session on law making in March 2024.

In the Resolution, the Government gave opinions on 03 draft laws and 01 proposal to develop a law: (1) Draft Law on Fire Prevention, Fire Fighting and Rescue; (2) Draft Law on Urban and Rural Planning; (3) Draft Law on Geology and Minerals; (4) Proposal to develop a Law on Management and Investment of State Capital in Enterprises.

Detailed regulations on awarding "Ho Chi Minh Prize" and "State Prize" in literature and arts

The Government issued Decree 36/2024/ND-CP detailing the awarding of "Ho Chi Minh Prize" and "State Prize" in literature and arts.

The Decree clearly states that the consideration for awarding the "Ho Chi Minh Prize" and "State Prize" in literature and art must ensure the following principle: Works, clusters of works, projects, clusters of projects (works, projects) in literature and art by the author can only be proposed for awarding one specialized field in literature and art.

Literary and artistic works of authors who have been awarded the "State Prize" for literature and art cannot be combined with other literary and artistic works to be proposed for the "Ho Chi Minh Prize" for literature and art.

Councils at all levels may only submit to competent superiors for consideration cases that meet the prescribed conditions, standards, procedures, and records.

Improving the quality of primary health care activities in the new situation

Deputy Prime Minister Tran Hong Ha has just signed Decision 281/QD-TTg dated April 5, 2024 promulgating the Plan to implement Directive No. 25-CT/TW dated October 25, 2023 of the Secretariat on continuing to consolidate, improve and enhance the quality of grassroots health care activities in the new situation.
