The Corruption Investigation Office of High-Level Officials (CIO) failed to arrest Mr. Yoon on January 3, after being blocked by guards at his residence in Seoul. On January 9, the NOI sent a dispatch to investigative agencies across the capital area, requesting the mobilization of about 1,000 investigators to continue efforts to arrest Mr. Yoon.
