Speaking to the press, Mr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, Ministry of Health, said that the Department had received the information and sent a document requesting the Nam Dinh Department of Health to report, inspect, and review the incident.

Mr. Ha Anh Duc also said that in principle, it is not allowed to refuse to provide emergency care to traffic accident victims. Currently, the director of Nam Dinh General Hospital is also directing a review of the incident to report to the Ministry of Health.

According to initial information, at around 3:50 p.m. on May 3, on the inter-hamlet road in Hamlet 7, Thanh Loi Commune (Vu Ban District, Nam Dinh Province), a traffic accident occurred, seriously injuring a child.

At the above time, a homemade tricycle driven by Mr. N.D.H (36 years old, resident of Thanh Loi commune) from Dao right embankment to inter-hamlet road 7 collided with MTA (4 years old, resident of Thanh Loi commune), causing TA to be hospitalized for emergency treatment.

Notably, at the time of admission, TA's family was not present, TA was taken to Nam Dinh General Hospital by some local people for emergency treatment. However, according to Mr. TT (the person who took TA to the hospital), TA was not given timely emergency treatment by doctors at Nam Dinh General Hospital because he did not pay enough hospital fees.

In the clip posted on social media, TA's face was pale, and a young man carried him to the emergency room. Meanwhile, Mr. TT expressed his indignation towards the doctors: "I ran a red light to take my child to the emergency room but I didn't bring much money, only 500,000 VND, but the doctors said I had to have enough money to give emergency treatment", Mr. T. was upset because the child was run over by a tractor, and had been taken to the hospital for 10 minutes but had not received emergency treatment.
