"The arrangement of cadres at the commune level and in departments and branches must be strict, with the right people for the right job"

Reporting at the meeting, Director of the Department of Home Affairs Do Van Chung informed about the main issues, advantages and difficulties in the activities of local government at the commune level in the province in recent times.

Since July 1, 124 communes, wards and special zones across the province have basically operated stably in accordance with the instructions of competent authorities. The grassroots political system has been consolidated, and commune-level public administrative service centers have been put into effective operation.

As of July 16, the whole province has received nearly 30,000 administrative procedure records, with the on-time settlement rate reaching over 97%. Lam Dong province currently ranks 7th out of 34 provinces and cities in terms of service quality on the National Public Service Portal. It has connected with the national public service to publicly disclose 2,225 procedures, connected the population database system, online payment, public services, ministries, branches... It has created 5,397 accounts for 166 units, publicly disclosed the headquarters address and hotline phone number of the Public Administration Service Center at the provincial and commune levels, etc.

However, in addition to the achieved results, according to the Department of Home Affairs, the operation of the two-level government still faces many difficulties. Notably, there is a shortage of human resources in some specialized departments at the commune level, especially in areas such as information technology and environmental resources; facilities in some localities do not meet requirements, and technical infrastructure and equipment are not yet synchronized.

Concluding the working session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi affirmed: The completion of the two-level government model is of special importance, directly affecting the effectiveness of state management and people's lives.

From now until the end of the year, the pressure for rapid, comprehensive and sustainable socio -economic development on all three pillars will place high demands on each job position, in which the human factor is key.

Regarding the immediate task, the Chairman of the Provincial People's Committee requested the Department of Home Affairs, as an advisory body, to quickly review the job positions of localities. Where there is a shortage, where there is an excess of positions, ineffective operations, etc., to re-evaluate the personnel structure as a basis for proposing to the Provincial People's Committee to consider, arrange, mobilize, and second staff from the provincial level to support the grassroots in the short term. At the same time, urgently organize professional training courses, provide professional handbooks for each field, each department and branch.

In the long term, it is necessary to soon complete the apparatus in the direction of streamlining and efficiency, with appropriate policies and regimes to retain and promote the capacity of the staff. The Chairman of the Provincial People's Committee also noted that the Department of Home Affairs needs to closely coordinate with localities, carefully prepare activities to celebrate War Invalids and Martyrs Day on July 27, ensuring solemnity, practicality and meaning.
