One of the coming goals of the Ministry of Agriculture and Environment in the field of science and technology is to increase investment, improve infrastructure for science and technology, innovation and digital transformation, and at the same time develop and make use of high-quality human resources.
On March 27, Minister of Agriculture and Environment Do Duc Duy signed a Decision to promulgate the Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (hereinafter referred to as Resolution No. 57-NQ/TW); Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on special policies to create breakthroughs in science, technology and innovation (hereinafter referred to as Resolution No. 193/2025/QH15); Resolution No. 03/NQ-CP dated January 9, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (hereinafter referred to as Resolution No. 03/NQ-CP). Accordingly, it sets out 7 specific tasks:
Firstly, raising awareness, renewing thinking, and strong political determination throughout the agricultural and environmental sectors on science, technology, innovation, and digital transformation development.
Second, perfecting institutions, turning institutions into a competitive advantage in developing science, technology, innovation and digital transformation.
Third, increase investment and improve infrastructure for science, technology, innovation and digital transformation.

Fourth, develop and make use of high-quality human resources to meet the requirements of science, technology development, innovation and digital transformation.
Fifth, promote digital transformation, application of science, technology, and innovation in the operations of agencies and units under the Ministry; improve the efficiency of sectoral and field governance, the effectiveness of state management in all fields, and ensure national defense and security.
Sixth, strongly promote science, technology, innovation and digital transformation activities in agricultural and environmental enterprises.
Seventh, strengthen international cooperation in science, technology development, innovation and digital transformation.
Speaking at the Ministry's meeting in early March, Minister Do Duc Duy said that one of the key tasks of the Ministry in 2025 is to promote the development of science and technology, innovation and digital transformation, and the development of digital resources. In particular, a number of important tasks need to be carried out in the short term, including completing the Ministry's Plan to integrate the implementation of Resolution No. 57-NQ/TW of the Politburo; Resolution No. 193/2025/QH15 of the National Assembly and Resolution No. 03/NQ-CP of the Government.
Review and supplement the promulgation of national technical regulations and specialized technical standards to meet development and integration requirements. Research and advise on the mechanism for ordering annual S&T tasks, and innovate S&T management to meet the development requirements of the industry in the new period.

According to Minister Do Duc Duy, currently, the Ministry of Agriculture and Environment is allocating funds for annual scientific and technological tasks to institutes according to the "outdated" payroll, while some ministries have changed this mechanism 15 years ago. Therefore, he suggested that it should be assigned according to the "ordering mechanism" or bidding. To do this, it is necessary to develop and complete technical and economic norms for scientific and technological projects, topics and public services using the state budget.
"From now on, all public service units must implement the ordering mechanism, not assign according to the number of employees, this is not true to the nature of the problem and the ordering agency will be the specialized management departments. Public service units receive the ordering mechanism, no longer called subsidy, can receive orders from the Ministry or outside units, enterprises", Minister Duy emphasized.
One of the important goals in this field is to complete the national land information system, land database, and at the same time build a digital map of land planning and land prices, meeting the requirements of sustainable development in the fields of agriculture and environmental protection. Along with that, the Ministry will complete the Agricultural Product Traceability Portal system, aiming for nationwide application, contributing to improving transparency in the agricultural sector, creating trust for domestic and foreign consumers.
In addition, the Ministry will also deploy science and technology ordering programs and research digital transformation solutions to optimize the management and operation of agencies under the Ministry.
Minister Do Duc Duy suggested expanding the space of science and technology and digital transformation not only within the scope of the Ministry, but also cooperating and linking with institutes, schools and research agencies inside and outside the agricultural and environmental sectors. "Research on good varieties and new technologies must be the shared responsibility of many units, not just the Ministry," Mr. Duy requested.
