The Ministry of Planning and Investment has just issued Circular No. 01/2025/TT-BKHĐT stipulating the set of national statistical indicators on seas and islands.
The Circular clearly states that the set of national statistical indicators on seas and islands and the set of indicators for assessing strong sea nations are statistical indicators related to many sectors, many fields, and regional linkages in economy, society and environment related to the sea to provide data and assess the sustainable development of Vietnam's marine economy.
The list of national statistical indicators on seas and islands includes 53 statistical indicators specified in Appendix I attached to this Circular.
Specifically, the group of synthetic indicators includes the following indicators: Synthetic index of sea and island governance of coastal provinces and centrally run cities; human development index (HDI) of coastal provinces and centrally run cities.
The marine economic group includes the following indicators: Number of households exploiting and raising marine aquatic products; number of fishing logistics service establishments; volume of marine aquaculture cages; number of ships; number of marine economic centers; number of marine tourist accommodation establishments, etc.
The social group includes the following indicators: Average monthly income per capita of coastal provinces and centrally run cities; number of workers employed in marine economic sectors; average income of a worker working in marine economic sectors...
The environmental group has indicators such as: Number of sea dumping licenses granted; number of incidents, quantity of oil spills and chemical leaks at sea, affected areas; number of areas, area and ratio of marine and coastal protected areas compared to the natural area of the national sea...
The Circular clearly states that the List of indicators for assessing strong maritime nations includes 28 statistical indicators marked in the column "indicators for assessing strong maritime nations" specified in Appendix I attached to this Circular. Specifically, it includes indicators such as: Comprehensive index of sea and island governance of coastal provinces and centrally run cities; human development index (HDI) of coastal provinces and centrally run cities; number of international visitors to Vietnam by sea; volume of goods transported and circulated by sea; output of marine aquatic products; output of marine aquaculture; output of oil and gas exploitation, etc.
The contents of national statistical indicators on seas and islands and indicators for assessing strong sea countries are specified in Appendix II attached to this Circular.
To organize implementation, the Circular clearly states that the Ministry of Planning and Investment (General Statistics Office) shall preside over and coordinate with relevant units to: Collect statistical information on assigned national statistical indicators on seas and islands and indicators for assessing strong sea nations, ensuring the provision of complete, accurate, timely statistical data and meeting international comparison requirements.
At the same time, build and perfect the forms of information collection of national statistical indicators on seas and islands and indicators for assessing strong sea countries. Apply information technology in the process of storing and exploiting statistical data on seas and islands and assessing strong sea countries.
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities and relevant agencies shall, based on the national statistical indicators on seas and islands and the national strong sea assessment indicators, integrate, collect and synthesize the counter-attacked indicators and provide them to the Ministry of Planning and Investment (General Statistics Office) for synthesis and compilation.
This Circular takes effect from March 10, 2025.
