Sir, to improve the quality of human resources, what projects, programs, and training plans are the Ministry of Industry and Trade implementing for cadres, civil servants, and public employees? And what are the results of these programs?
To improve the quality of human resources, the Ministry of Industry and Trade is currently following the decrees and instructions of the Ministry of Home Affairs on training civil servants and public employees.
Every year, the Ministry plans to train and develop civil servants and public employees and assigns the Central Training and Development School for Industry and Trade to implement the plan. The Ministry also sends civil servants and public employees to study to improve their qualifications through short-term and long-term scholarship programs abroad organized by other ministries and branches. We also send civil servants and public employees to participate and study training courses with contents related to the ministry/branch.
Regarding the results in 2025, the Ministry of Industry and Trade has trained about 9,000 civil servants to attend classes of the Ministry and the market management force. Mainly focusing on advanced political theory, intermediate political theory, national security and defense, specialists, senior specialists, senior specialists and controllers. Regarding overseas training, there are also 5-7 civil servants studying for master's degrees abroad such as: Australia, UK, Japan and Korea.

The Ministry of Industry and Trade is a multi-sectoral, multi-field management ministry; in the context of increasingly deep international economic integration, changes in regulations of the Party, State and Government with concepts of green transformation, digital transformation, AI technology, semiconductor technology, the Department of Organization and Personnel also regularly advises the Ministry's leaders to focus on some key and basic contents.
Firstly, training according to job title and position standards based on competency framework.
Second, send officials and civil servants to proactively learn and understand the green transformation, digital transformation and especially those related to the fourth industrial revolution, AI technology, and semiconductor technology.
Third, focus on training and retraining civil servants to update changes in policies and mechanisms and new shifting trends.
Through monitoring and synthesizing training programs and projects of the Ministry of Industry and Trade, what difficulties do you see that need to be overcome?
Through monitoring the training and development work as well as the implementation of training and development programs and projects, we have found certain difficulties. Specifically:
Firstly, about project implementation. The Ministry of Industry and Trade has many projects on training and development, however, when it comes to organizing implementation, there are also many tasks that need to be related to coordination.
Second, civil servants and public employees today mainly focus on taking compulsory courses, and have not proactively registered for courses to learn about new issues in the face of technological changes...
Third, lack of funding to organize training courses.
Fourth, the regulations on training costs still have many shortcomings. For example, the payment regime for reporters and the regime for learners. Low remuneration also makes it impossible to invite good reporters who are qualified and famous.

To continue improving the quality of human resources of the Ministry of Industry and Trade, meeting new requirements, especially digital transformation in the integration period, what programs and plans will the Ministry implement in the coming time? What recommendations do you have for direct training institutions as well as beneficiaries?
In 2025 and the following years, the Ministry of Industry and Trade will first continue to implement training and retraining plans according to Party and Government regulations for civil servants and public employees.
Second, strengthen international cooperation to receive support from scholarships from countries and international organizations, as well as domestic and foreign enterprises.
Third, encourage and motivate civil servants and public employees to actively participate in courses and learn about new issues such as green transformation, digital transformation, AI technology, etc.
Fourth, advise the Ministry's leaders to develop regulations on sending civil servants and public employees to participate in mandatory training courses to learn about new issues and update new knowledge to serve professional work.
For the training facilities of the Ministry of Industry and Trade, specifically the Central School for Training and Fostering of Industry and Trade Officials, I have some recommendations.
Accordingly, it is necessary to proactively develop annual training and development plans to report to the Ministry, focusing on new issues and issues that require retraining. Implement those plans in a timely manner, on time and in accordance with regulations.
Along with that, regularly research and survey to evaluate learners. From there, propose to edit training programs to suit new trends, new situations according to job positions, according to competency framework. Build a team of highly qualified reporters and experts to create interest and inspiration for learners in learning.
