Dr. Huynh Trong Hien - head of the Japanese Studies Department, University of Social Sciences and Humanities (Ho Chi Minh City National University) - was accused by many lecturers of the school of being the director, chairman of the board of directors, and directly managing many private enterprises.

Legal representative of many businesses over the years

According to the lecturers, since 2014, when Mr. Huynh Trong Hien was the deputy dean of the faculty, he opened and represented many businesses with the positions of chairman of the board of directors, director...

In 2021, Mr. Hien was reported by a lecturer for doing business and opening a business outside the school. At that time, Mr. Hien admitted to participating in running a private business and the school principal concluded that Mr. Hien violated the law.

"After that, Mr. Huynh Trong Hien changed the name of the business license holders of the enterprises. Up to now, although Mr. Hien is the head of the department, he is still the legal representative of Cocoro International Joint Stock Company.

This is a company whose business line is sending workers to work abroad, a field close to the Japanese Studies department which is teaching, training and sending trainees to Japan," some lecturers reflected.

In addition, some other lecturers also reflected: "The school leaders clearly know that Mr. Hien runs a business outside the school, so they cannot make a decision to appoint him as head of the department. Instead, the principal has repeatedly issued notices on personnel work, assigning Dr. Huynh Trong Hien to continue to assume the duties of head of the Japanese Studies department until now."

The Dean committed to completing the conversion procedures by December 2024.

On May 24, speaking with Tuoi Tre Online, a representative of the University of Social Sciences and Humanities (Ho Chi Minh City National University) said that according to Mr. Huynh Trong Hien's report and the school's verification results, Mr. Hien recently resolved to withdraw names and dissolve businesses.

Cocoro International Joint Stock Company has decided to dismiss Mr. Hien from the position of Chairman of the Board of Directors and is in the process of changing the legal representative. Cocoro International Joint Stock Company (Da Nang branch) and Cocoro International Joint Stock Company (District 12 branch, Ho Chi Minh City) have been dissolved.

Access Japan Co., Ltd. has changed its legal representative. As One Co., Ltd. has ceased operations (has not completed the tax code closure procedure).

As for Southeast Asia General College, Mr. Hien is not the legal representative and no longer participates in the school's activities.

"Thus, up to now, Mr. Huynh Trong Hien is only the legal representative for Cocoro International Joint Stock Company. Currently, Mr. Hien is completing procedures with the Ministry of Labor, War Invalids and Social Affairs and is carrying out procedures to change the legal representative (a suitable person has been found because this is a conditional business sector).

Mr. Hien committed to completing the conversion procedure by December 2024 because he is resolving the backlog during his time as legal representative," said a school representative.

The head of the department has not yet corrected the violation and has resigned.

Explaining the repeated issuance of "personnel work announcements" assigning Mr. Hien as head of the Japanese Studies Department, the school representative said that after the end of the 2018-2023 term, the school will carry out procedures for appointing, reappointing, and extending the working term of all school management staff.

The Faculty of Japanese Studies also carried out the reappointment process for Mr. Huynh Trong Hien. However, at the time of carrying out the process in July 2023, Mr. Hien had not yet completed his commitment to correct the violations according to the conclusion of November 2022.
Also at this time, two personnel in the planning for the position of department head, one person asked to withdraw from the planning, and one person has not yet gained the trust of the staff and workers in the department.

According to the school representative: "To ensure the operation of the department during the time of searching for suitable personnel and continuing to open a master's degree in Japanese studies, the school assigned Mr. Hien to take on the role of head of the Japanese studies department until December 31, 2023."

On December 9, 2023, Mr. Hien submitted a resignation letter, however, the school requested a specific report on the status of overcoming violations for the school's leadership to consider.

On December 13, 2023, Mr. Hien reported that due to many difficulties in the conversion procedures, he could not correct the violations as committed by December 31, 2023. At that time, Mr. Hien was also involved in 2 enterprises (in the process of dissolving As One Company Limited, and had a decision to cease being Chairman of the Board of Directors of Cocoro Company).

While the school board approved the policy of opening a master's degree in Japanese Studies on October 19, 2023, and when the deadline expired on December 31, 2023, the school's leadership discussed and agreed to ask Mr. Hien to continue working and assume the position of dean (not yet reappointed). Because Mr. Hien's term as dean had expired, he could not be assigned to be in charge of the department, so he could continue to lead the work of opening a master's degree in Japanese Studies (expected at the end of 2024).

"Therefore, the school did not appoint Mr. Huynh Trong Hien as dean, but only announced the personnel to take on the duties of dean to complete the task of opening the major, Mr. Hien corrected the violations and the school found suitable personnel to replace him.

On May 16, after receiving the feedback, the school discussed and asked Mr. Hien to provide clear information about the progress of correcting the violation. However, on May 20, Mr. Hien submitted a resignation letter. The school is currently in the process of reviewing the application," said a school representative.
