The North-South Expressway project through Nghe An province is about 87.84km long, belonging to the Nghi Son - Dien Chau sub-project and the Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen.

Of which, the Nghi Son - Dien Chau section with a length of 50km through Thanh Hoa province (6.5km) and Nghe An province (43.5km) was completed and technically opened to traffic on September 1, 2023 and inaugurated on October 18, 2023.

The Dien Chau - Bai Vot section has a total length of 49.3km, of which the section passing through Nghe An province is 44.46km, and the section passing through Ha Tinh province is 4.84km with a total investment of VND 13,338 billion. The project started on May 22, 2021 and is expected to be completed in May 2024.

Currently, the Dien Chau - Bai Vot section through Nghe An province has been 100% cleared. However, there are still some problems and obstacles in the connection area at the intersection with National Highway 46B and the Rest Stop Operator in Hung Nguyen district.

Currently, the province is directing localities to focus on thoroughly handling local problems, expected to be completed in February 2024, to hand over to the construction unit, meeting the required progress.

As of February 16, 2024, the output value of contractors constructing the Dien Chau - Bai Vot project is more than 6,063 billion VND (equivalent to 70.55% of the project contract value).

Provincial Party Secretary Thai Thanh Quy directly inspected the construction site at the intersection with National Highway 46B; through discussions, he requested Project Management Board 6 and construction units to overcome difficulties, closely follow the progress, and speed up the implementation volume to ensure the progress and quality of the project.

On the same afternoon, Nghe An Provincial Party Secretary Thai Thanh Quy directly inspected the construction site of the 500KV Quang Trach - Quynh Luu power line project in Nam Thanh commune, Nam Dan district.

The Quang Trach - Quynh Luu 500kV transmission line project has a total investment of VND 9,820,755 billion. Of which, the transmission line section in Nghe An province is about 82.33 km long, including 168 pole foundation locations, located in the following areas: Nam Dan district (25.20km, 51 locations), Nghi Loc (14.30km, 29 locations), Dien Chau (22.60km, 47 locations), Yen Thanh (10.80km, 22 locations), and Quynh Luu (9.40km, 19 locations).

The Quynh Luu - Thanh Hoa 500kV transmission line project has a total investment of VND 4,079,362 billion. Of which, the section running through Nghe An province is about 17.5km long, including 34 column foundation locations, located in the following areas: Quynh Luu district (9.80km, 19 locations), Hoang Mai town (7.70km, 15 locations).

At the scene, Provincial Party Secretary Thai Thanh Quy directly listened to reports from the leaders of the investor and the construction unit and the Department of Industry and Trade of Nghe An, Nam Dan district on the progress of the implementation of the 500kV Quang Trach - Quynh Luu and Quynh Luu - Thanh Hoa transmission line projects; the progress of handing over the column foundation locations in the province.

Accordingly, as of December 15, Nghe An province has handed over 161/202 column foundation locations, of which 121 locations can be implemented for construction, the remaining 40 locations have been mobilized for handover but cannot be implemented for construction due to problems with procedures for changing forest use purposes.

To overcome this problem, on the afternoon of February 19, 2024, the Provincial People's Council will hold a thematic session to consider and approve the Resolution on changing the purpose of forest use to another purpose to ensure project progress.

At the same time, the province resolutely directed the implementation of procedures related to the handover of the remaining column foundation before February 29, 2024 and the route corridor before March 30, 2024 to ensure the progress of this national key project, which is of great significance not only in providing electricity but also in ensuring national energy security, national defense security, and socio-economic development.
