At around 6:00 p.m. on March 12, in Tan An commune, Van Ban district (Lao Cai province), the Investigation Security Department, Lao Cai Provincial Police coordinated with Van Ban District Police to deploy forces to arrest Sam Van Cong and 3 related subjects for the acts of: "Illegal manufacture, storage, use, and trading of military weapons" and "Illegal storage of explosives".
The seized evidence included 1 military gun, 1 hunting gun, 1 ammunition box, 5 grenades (the contents have not been checked, the subject confessed to using them to display "likes" and sell), 83 bullets of various types, 1,000 bullet casings, 34kg of bullet heads and bullet casings of various types, 7 bags of snake bodies containing brown plastic with a total weight of 7kg suspected to be explosives and many tools for making bullets (the subject confessed to using bullet casings, explosives and the above materials to make bullets).
