The Directive clearly states that, in order to implement the Law on the Capital synchronously, effectively and efficiently in the city, closely linked with the organization of the implementation of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, the Standing Committee of the City Party Committee requests Party committees at all levels, authorities, the Fatherland Front and socio-political organizations from the city to the grassroots level, to focus on leading and directing the good implementation of a number of tasks as follows.

First of all, organize propaganda, dissemination and understanding of the content, meaning, role, importance, mechanisms, policies and regulations of the Law on the Capital and documents implementing the Law on the Capital in conjunction with the implementation of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo, the Capital Planning and the Capital Master Plan to raise awareness of cadres, party members and people of the Capital.

In particular, it is necessary to create synchronization and unity in the perception and organization of the implementation of the Party's guidelines and policies, the State's mechanisms, policies and laws on the construction, development and protection of the Capital.

Focus and mobilize all resources, urgently develop and complete documents to implement the Law on the Capital City under the authority of the City. In particular, determining the development of documents to implement and organize the implementation of the Law on the Capital City is a key task, a top priority in the leadership, direction and operation of the City in the coming time. Heads of agencies and units assigned to draft documents are directly responsible for directing the work of drafting assigned documents according to the Law on the Capital City.

Next, the drafting of documents must closely follow the Party's guidelines, the State's legal policies, the provisions of the Capital Law and the practical requirements of the City. Review, amend and supplement the system of legal documents of the City to ensure consistency and unity with the mechanisms, policies and regulations of the Capital Law; ensure publicity, transparency, stability, feasibility, accessibility, and facilitate the implementation of policies and laws on the Capital.

Ensure strict implementation of Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; regulations of the Law on Promulgation of Legal Documents 2015 (amended and supplemented in 2020).

In particular, it is important to update and develop documents to implement the Law on the Capital to meet the practical requirements of the city and absorb the Central Government's new viewpoints, orientations and guiding thoughts on institutional building and streamlining the apparatus.

In the Directive, the Standing Committee of the City Party Committee requested that, on the basis of the Capital Planning and the Capital Master Planning approved by the Prime Minister, it review, develop and complete the planning system at all levels, sectors and fields of the City. In particular, it focuses on planning the development of institutions and models stipulated in the Capital Law; as a basis for concretizing and implementing the mechanisms, policies and regulations of the Capital Law.

Continue to review the organization, apparatus, staffing of cadres, civil servants and public employees to implement the consolidation and arrangement of the organization, functions and tasks of agencies and units, especially internal agencies, ensuring compliance with the requirements of state management goals and tasks by sector and field; not overlapping with the functions, tasks and powers of other specialized agencies and administrative organizations.

Ensure the goal of state administrative reform, streamline the organization, rationalize, smooth, effective and efficient apparatus; reasonably arrange the staff, civil servants and public employees to meet the requirements of the characteristics, nature and specific workload of the Capital and implement the regime of additional income expenditure according to the authority assigned to the City as prescribed in the Law on the Capital.

At the same time, review, adjust and supplement the Project on decentralization of State management and authorization in the city in the direction of strengthening decentralization and authorization according to the provisions of the Law on the Capital, in accordance with the level of socio-economic development, management capacity, conditions and ability to balance necessary resources to ensure the organization and implementation of the city's government at all levels. In particular, the focus is on the fields of finance - budget, investment, cultural development, education, health, urban management, construction order management, traffic, sanitation and environment to create initiative and creativity, increase autonomy and self-responsibility. At the same time, there is a mechanism to inspect and supervise the implementation of decentralization, authorization and control of power in performing socio-economic development tasks, ensuring national defense and security of the city's government at all levels.

The Standing Committee of the City Party Committee assigns the Party Delegation of the City People's Council to lead the development of mechanisms, policies and regulations under the authority of the City People's Council to implement the Law on the Capital; supervise the implementation of the Law on the Capital and documents implementing the Law on the Capital, and the direction of the Standing Committee of the City Party Committee in this Directive.
