Issuing the list and codes of 34 new provinces and cities

Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 19/2025/QD-TTg promulgating the List and codes of administrative units (ADUs) in Vietnam from July 1, 2025 for unified use nationwide.

The list includes the list and codes of 34 provincial-level administrative units; the list and codes of 3,321 commune-level administrative units. The code assigned to an administrative unit is a unique identification number that does not change during the actual existence of that administrative unit. The assigned code cannot be used to re-issue to another administrative unit of the same level.

The administrative unit code is divided into 2 independent levels, each level has an open code to issue a new code for the administrative unit when it changes. Specifically, the code of the provincial administrative unit is determined by 2 digits from 1 to 99; the code of the commune administrative unit is determined by 5 digits from 00001 to 99999.

According to the decision, the provincial administrative unit code of Hanoi is 01; Ho Chi Minh City is 79; Quang Ninh is 22, Hai Phong is 31, Da Nang is 48...

The Decision also states the principles for determining administrative unit codes when there are changes. Accordingly, in case of separation of provinces, the provincial People's Committee headquarters is located at the old location, the provincial and commune-level administrative unit codes will not change. The province with the provincial People's Committee headquarters located at the new location will be assigned a new provincial code, the commune-level administrative unit codes of that province will not change.

In case of province merger, the merged province has the People's Committee headquarters located in which province, it will have the code of that province, the code of the remaining province will be closed and will not be reissued in case of separation of another province. The commune code of the merged province will not change.

For commune level, in case of commune separation, the commune with the People's Committee headquarters located at the old location will have the old code. The commune with the People's Committee headquarters located at the new location will be given a new code. In case of commune merger, the merged commune with the People's Committee headquarters located at which commune will have the code of that commune, the code of the remaining commune will be closed and will not be re-issued to other administrative units. In case administrative units at all levels change their names or adjust from rural to urban areas or vice versa, the code will not change.

The Prime Minister promulgates the list and codes of Vietnamese administrative units. The Ministry of Finance (General Statistics Office) manages the system of administrative unit codes at all levels nationwide.
