Resolution No. 57 has a particularly important meaning, being a guideline for development in the new era - the era of national development and a strong call for the entire Party, people and army to make efforts to turn Vietnam into a developed, high-income country with global competitiveness. For Bac Giang province, Resolution No. 57 has been consistently directed by the provincial leaders and is identified as a premise for Bac Giang to take advantage of opportunities from the 4.0 industrial revolution to develop the province in the new era, as shown in the following main points. Firstly, the Provincial Party Committee has issued a Plan to disseminate and propagate Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, with a very clear guiding viewpoint.

The second major point is that the Provincial People's Committee has issued a Plan to implement Resolution No. 03/NQ-CP of the Government to implement Resolution No. 57, striving to make Bac Giang a modern industrial province by 2030, with GRDP scale among the top 10 provinces and cities nationwide and the top of the Northern Midlands and Mountains. The third major point is to select core and key issues to direct the implementation through 111 specific tasks assigned to departments, branches and localities. Of which, there are 4 breakthrough projects including: Applying biotechnology to build and develop the biological industry of Bac Giang province until 2030, with a vision to 2045; applying and developing artificial intelligence in sectors and fields in Bac Giang province to create a breakthrough in technology contributing to the socio-economic development of Bac Giang province; building a specialized database and a shared information system for Bac Giang province; establishing the Center for High-Tech Industry and Innovation of Bac Giang province.

In order for science and technology to not only be the driving force but also the foundation for Bac Giang province to build a modern, sustainable and competitive economy, the dissemination, dissemination and effective implementation of Resolution No. 57 play a very important role. Resolution No. 59 is an important, comprehensive directive document of the Party on international integration, setting out goals, guiding viewpoints and orienting tasks and major solutions to improve the quality, efficiency, synchronization, comprehensiveness and breadth of international integration in the new situation. Based on its functions and tasks, the Department of Industry and Trade has proactively disseminated and thoroughly grasped the core contents of the Resolution to all cadres, civil servants, public employees and workers. At the same time, it has proactively advised on the implementation of tasks such as: Organizing specialized training to disseminate information and guide businesses to take advantage of free trade agreements (FTAs) to shift exports to new potential markets for electronic products and components; textiles, footwear and accessories such as bags, hats, umbrellas and plastic products; plastic products; wood and wood products; promoting digital transformation and innovation in integration. Support businesses in applying information technology, e-commerce, digital transformation in production, business, import and export. Coordinate with training units, associations... to foster knowledge of integration, international trade, digital transformation for officials and businesses... Bac Giang has a large economic openness, changes in the world will directly affect the development of the province, specifically businesses operating locally. Recently, the business community was very excited when the Politburo issued Resolution No. 68-NQ/TW on private economic development. Immediately after that, the National Assembly issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development; the Government also issued Resolution No. 138/NQ-CP in 2025 on the Action Plan for Private Economic Development.

The business community hopes that in the coming time, the province will have breakthroughs in developing the private economy. That is, strongly improving the investment and business environment. Promoting administrative reform, shortening the time for processing procedures, especially in business registration, investment licensing, land, construction, and environment. Effectively operating the Public Administration Service Center to serve businesses and people better and more transparently. Supporting private enterprises to develop production and business such as: Supporting access to credit, implementing programs connecting banks and businesses in a practical way. When it comes to adjusting and supplementing the planning, there needs to be research to make synchronous amendments, including arranging industrial zones for land for small and medium enterprises to implement agricultural processing and small mechanical projects. Having specific programs and plans to support businesses in accessing science and technology, digital transformation through preferential policies and human resource training.

Implement industrial promotion programs, support technological innovation, improve production processes, and promote trade. Strengthen connections between large enterprises and small and medium enterprises, especially develop a project to connect domestic enterprises with foreign-invested enterprises, creating a sustainable value chain. Strengthen dialogue, promptly resolve difficulties and obstacles, and accompany enterprises. Continue to organize regular conferences to meet businesses and entrepreneurs, listen to and resolve difficulties and obstacles. Research and establish a "Private Enterprise Support Group". As an agricultural processing enterprise for export, the company has been persistent for many years, constantly learning and expanding its consumption market. There were times when agricultural exports encountered many difficulties, the market was narrowed, but the company made efforts to overcome them to stabilize and reach new customers. Currently, the company's products have been exported to markets in several countries such as Korea, Thailand, Europe, etc. Recently, the company is the only facility in the North recognized by the United States as qualified to package agricultural products for export to this country's market. Currently, the company is packaging lychees for export.

We are very excited when the Politburo issued the "Four Pillars". Hereby, I would like to give advice to the locality on implementing the Resolutions. Accordingly, to effectively implement the Resolutions, I hope the province will focus on the following points: Science - technology and digital transformation; establishing a center to support agricultural technology transfer; incentives for digital technology investment (smart production, traceability); enterprises investing in agriculture. At the same time, training to improve capacity for farmers and technical staff. Along with that, streamlining the apparatus; reviewing and simplifying administrative procedures related to agricultural product exports; quarantine work, certification of origin of goods should be done locally; publicizing and transparently providing information and applying online public services; improving the effectiveness of the one-stop mechanism.

In particular, promoting private economic development: Establishing a fund to support access to preferential loans for small and medium enterprises, enterprises investing in rural agriculture; flexible land policies for production, especially for agricultural products, supporting trade promotion, connecting domestic and foreign markets. Providing information and warnings about international market requirements. Supporting enterprises to achieve international certification (GlobalGAP, HACCP...). Building and promoting local agricultural product brands. Regional agricultural products will have a very good effect on the locality. We believe that the initiative and creativity of the locality will help these Resolutions come to life, creating a strong driving force for the agricultural sector and the provincial economy.
