This is an important goal identified at the 1st Congress of An Phu Ward Party Committee, term 2025 - 2030, which took place on the morning of August 14.
Most targets were achieved and exceeded.
The Resolution of the Congress of Party Committees of pre-merger communes and wards (Thang Loi Ward, An Phu Commune, Chu A Commune) for the 2020-2025 term was implemented in a difficult context due to the Covid-19 pandemic, climate change, limited investment resources... However, under the close leadership and direction of all levels, together with the spirit of solidarity and determination of cadres, party members and people of all walks of life, all three localities have achieved quite comprehensive results in all fields, with many targets exceeding the plan.
Of which, Thang Loi ward (old) achieved and exceeded 21/21 targets of the Resolution; Chu A commune (old) achieved and exceeded 25/29 targets; An Phu commune (old) achieved and exceeded 25/27 targets.
Socio-economic infrastructure is prioritized for investment, creating new development space. From state capital sources and people's contributions, Thang Loi ward has implemented 57 projects with a total cost of over 101.7 billion VND (people contributed over 3.4 billion VND).
An Phu invested in many traffic projects, solidified canals, cultural houses... with a total cost of over 35.8 billion VND. Meanwhile, Chu A mobilized nearly 85.5 billion VND (nearly 8 billion VND from the people) to complete the traffic infrastructure, maintain the new rural commune and 5 villages meeting new rural standards.
In the field of trade - services and small industry, the growth rate is quite good compared to the beginning of the term. The number of trade - service establishments in Thang Loi ward increased by 20%, the income value from small industry and trade services reached 245 billion VND/year, an increase of 13% compared to 2020; the average income of employees in enterprises reached 120 million VND/person/year. An Phu commune and Chu A commune also recorded stable development of trade - service and small industry activities.
In agriculture , the annual cultivated area always meets and exceeds the Resolution's target: Thang Loi increased by 8%, An Phu increased by 21.11%, Chu A increased by 5% compared to the beginning of the term.
There has been much progress in the cultural and social fields. Policies for people with meritorious services and social protection beneficiaries have been fully and promptly implemented; the material and spiritual life of the people has gradually improved. Political security and social order and safety have been maintained; local defense and military work has been given attention.
The work of building the Party and the political system has been given attention and focus; the fighting strength of Party committees and organizations at all levels has been enhanced. Political and ideological education for cadres, Party members and people has been carried out regularly, raising awareness of Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, and the State's policies and laws. The work of consolidating and building grassroots Party organizations and improving the quality of Party members has been given attention and direction; the work of developing Party members has been given attention and achieved good results; by the end of the term, the ward had admitted 78 new Party members.
The work of building the Party and the political system continues to be focused on; the fighting strength of Party committees and organizations at all levels is enhanced. The work of consolidating and building grassroots Party organizations and improving the quality of Party members is of concern.
Towards a modern industrial and service city
Entering the 2025 - 2030 term, An Phu Ward Party Committee has identified 5 key tasks and 4 breakthroughs, considering this as the spearhead to turn An Phu into a dynamic ward in the West of Gia Lai province.
In which, 4 breakthroughs include: planning with enough scope for sustainable and long-term development and implementing effective planning, especially connecting traffic infrastructure and digital infrastructure; building databases and digital transformation for sustainable development; building a team of cadres with sufficient professional capacity, political skills, administrative skills and applying science and technology to implement administrative reforms and service administration; supporting the development of enterprise and cooperative systems to link production and develop the leading export market in the province.
The ward will focus on planning and calling for investment in support service areas, trade, supermarkets, agricultural markets, service craft villages, and logistics centers associated with agricultural and industrial production areas.
Investing in completing socio-economic infrastructure to serve the development of trade and service sectors. Tourism is oriented towards community, cultural - historical, ecological and agricultural experience, associated with traditional craft villages. Tourism infrastructure will be upgraded; human resources serving tourism will be trained; people will be encouraged to participate in providing accommodation, food and tour guide services.
In particular, An Phu prioritizes the development of high-tech processing industry in depth, reducing environmental impact, creating high-quality products and high added value. At the same time, implementing investment attraction policies, encouraging enterprises to innovate technology, expand production; develop agricultural processing industry, construction materials production, civil mechanics... Strengthening business connection, trade promotion, brand building, geographical indications and OCOP products.
The ward will promote restructuring of the agricultural sector, converting the crop structure appropriately; developing high-tech agriculture, organic agriculture, improving quality and added value. Encourage businesses to invest in association with forming a chain linking product consumption, building agricultural product brands associated with e-commerce, and tracing origin.
Along with that, the ward increases revenue exploitation, strives to complete and exceed the annual budget revenue estimate.
An Phu also continues to build a clean and strong Party organization and political system; improve the leadership capacity of the Party organization and the development management capacity of the government; promote the strength of the great national unity bloc; promote administrative reform, improve the investment and business environment based on digital platforms; develop the private economy into an important driving force of the economy.
Solutions to improve the quality of education and training will be implemented synchronously, enhancing coordination between family - school - society; focusing on school security. Social security policies will be implemented promptly, mobilizing social resources to care for people with meritorious services, poor and near-poor households, and social protection beneficiaries.
